NOTICE OF PUBLIC HEARING
Pursuant to Chapter 91, Hawaii Revised Statutes, notice is hereby given that the State of Hawaii Green Infrastructure Authority (“HGIA”) will hold a public hearing to receive public testimony and comments from all interested persons regarding the proposed adoption of Chapter 15-__, Hawaii Administrative Rules (HAR), entitled “Solar Hui Program”.

All interested persons may submit written testimony regarding the proposed administrative rules, whether or not they are able to attend the public hearing. Written testimony may be submitted by email to dbedt.greenbank@hawaii.gov or by mail to the Hawaii Green Infrastructure Authority at P.O. Box 2359, Honolulu, HI 96813, and must be received no later than 4:30 P.M. HST the day before the hearing.
The proposed administrative rules establish a framework for the implementation and administration of the Hawaii Green Infrastructure Authority’s Solar Hui Program and Solar Hui Investment Fund. The rules address the purpose of the Solar Hui Program, program information, eligibility requirements, fund management, reporting requirements, investment vehicles, sources and uses of funds, energy savings requirements, and other administrative provisions necessary to implement and administer the program.
The proposed rules are authorized by part VIII of chapter 196, Hawaii Revised Statutes, relating to the Solar Hui Program and Solar Hui Investment Fund, and are proposed for adoption pursuant to chapter 91, Hawaii Revised Statutes. No Native Hawaiian traditional or customary rights or practices have been identified that may be impacted by the adoption of the proposed administrative rules.
