State Plan 2027-2031
Notice of Public Review and Comment Meetings

The Hawaii State Council on Developmental Disabilities is required by Federal law to develop a five-year State Plan. The State Plan guides efforts in advocacy, capacity building, and systemic change activities to increase and promote self-determination, independence, productivity, and integration and inclusion in the community for individuals with developmental disabilities (DD). The State Plan must address the Council’s priorities in the Federal areas of emphasis of childcare, education, early intervention, employment, health, housing, quality assurance, recreation, transportation, and others.

The Council convened community input meetings in the Counties of Hawaii, Kauai, and Maui, and on Oahu. The Council’s staff and Areas of Emphasis Committees compiled and reviewed the community input, and formulated goals and objectives based on the input. The DRAFT goals and objectives describe the direction the Council will move toward in the next five years. Specific activities to be implemented to address the goals and objectives will be determined by the Council’s Areas of Emphasis Committees.

The Council is convening meetings to provide interested persons the opportunity to submit comments regarding the DRAFT goals and objectives. Please submit two (2) copies of your comments to the presiding staff person at the meeting.

The DRAFT goals and objectives can be viewed on the Council’s website at https://hiddcouncil.org/ after June 3, 2026. You may also request a copy of the DRAFT goals and objectives by emailing hiscdd@doh.hawaii.gov or calling our office at (808) 586-8100.

Interested persons are welcome to attend the meeting, mail, fax, or email your comments to the DD Council. Comments may be mailed to the above address, faxed to (808) 586-7543, or emailed to hiscdd@doh.hawaii.gov

The deadline to submit comments is Friday, July 17, 2026.

FFY: 2027-2031

Goals and Objectives (2027-2031)

Goal 1: Education and Leadership
Hawaii residents with I/DD and their families will increase their advocacy and leadership skills through structured, measurable training and engagement opportunities by 2031.

Objective 1.1: Leadership: Self-Advocates
1.1 Each year, the Council will support at least one self-advocacy group led by people with I/DD and help self-advocates build leadership skills through training, peer mentoring, and participation in cross-disability coalitions.

Key Activities:
1. Each year, self-advocates will participate in leadership and peer-mentoring training to strengthen their ability to support other self-advocates.
2. Each year, self-advocates will receive education and coaching on testimony writing, sharing personal stories, and advocating at county and state levels
3. Each year, at least 10 self-advocates will participate on new boards, groups, or coalitions.

Objective 2: Leadership: Families
1.2 Annually, family members will increase their knowledge of how to write testimony and advocate for their needs and the needs of their family member with I/DD.

Key Activities:
1. Create one infographic explaining what self-advocacy is and how families can support their child in participating in advocacy activities.
2. SCDD will host testimony-writing workshops and provide one-on-one support to parents as needed to help them share their story.

Objective 3: Education
1.3 By 2031, SCDD will facilitate system coordination and collaborative partnerships so that individuals with I/DD and their families increase their knowledge of Council initiatives that support self- advocacy and self-determined lives:

Key Activities:
1. SCDD staff and trained partners will provide training for agencies, self-advocates, and families on topics such as healthy relationships.
2. SCDD will share information and provide education on new and emerging policies and laws, including:
1. KALS Law
2. ABLE Accounts
3. Medicaid Updates
4. Supported Decision Making
5. Emergency preparedness
6. Enhanced 911

GOAL 2: (Systems Change)/ Formal and Informal Supports
Hawaii residents with I/DD, their families, and stakeholders will increase their knowledge of available formal and informal supports and services, and how these resources can meet the interests, needs, and preferences of individuals with I/DD.

Objective 2.1: Transition Supports
2.1 By 2031, individuals with I/DD and their families will increase their knowledge of transition supports for aging out of the DOE, as well as the formal and informal aging-related supports available in their county.

Key Activities:
1. By 2031, stakeholders will increase their knowledge of the needs of individuals with I/DD who are aging, and how to expand services and supports that meet those needs.
2. Each year through 2031, SCDD will host or participate in transition-related events (for youth exiting DOE or individuals aging into adult services) in each county.
3. By 2031, individuals with I/DD and their families will increase their knowledge of available housing options, including resources such as HUD and CCFH.

Objective 2.2: Employment:
2.2 By 2031, individuals with I/DD and their families will increase their knowledge of available employment-related services, including DVR, Benefits Planning, and American Job Centers.

Key Activities:
1. Each year through 2031, SCDD will collaborate with DVR, Benefits Planning, and American Job Centers to provide informational sessions and materials on employment services for individuals with I/DD and their families.
2. By 2031, SCDD will develop and disseminate accessible resources (print, digital, or video) that explain employment pathways and available supports, including DVR, Benefits Planning, and American Job Centers.
3. By 2031, SCDD will engage stakeholders and providers in identifying barriers to accessing employment services and facilitate discussions on strategies to improve service navigation and coordination for individuals with I/DD.

Objective 2.3: Resource App
2.3 By 2031, SCDD will facilitate the development of an accessible resource app that increases the ability of individuals with I/DD, their families, and stakeholders to locate and understand available formal and informal supports and services within their communities.

Key Activities:
1. SCDD will facilitate stakeholder collaboration to identify funding sources or an implementing agency to develop the family resource app.
2. SCDD will support development of the app by providing input on accessibility, content, and usability for individuals with I/DD and their families.
3. Once the app is developed, SCDD will disseminate information about the app to individuals with I/DD, families, and stakeholders, and will promote its use to increase awareness of available supports and services.

Objective 2.4: Collaboration
2.4 By 2031, SCDD will facilitate stakeholder collaboration to address emerging issues impacting individuals with I/DD and their families, with an initial focus on the justice system and FASD.

Key Activities:
1. By 2031, SCDD will collaborate with youth and adult correctional systems to promote screening tools and practices that help identify individuals with I/DD.
2. Each year through 2031, SCDD will partner with the Hawai’i FASD Action Group to provide training and educational opportunities on FASD for families, providers, and community stakeholders.
3. By 2031, SCDD will work with justice system partners to improve awareness of the re-entry supports needed for individuals with I/DD or dual diagnoses.
4. By 2031, SCDD will support stakeholder efforts aimed at reducing barriers that contribute to recidivism among individuals with I/DD.

GOAL 3: (Capacity-Building)
By 2031, SCDD will increase collaboration with community agencies and expand public awareness of the I/DD community and the role of the Council.

Objective 3.1: Feedback
3.1 By 2031, SCDD will increase interagency collaboration by reviewing and providing feedback on at least five state or county strategic plans that impact individuals with I/DD and their families.

Key Activities:
1. Each year through 2031, SCDD will review state strategic plans related to services impacting individuals with I/DD, including the 1915(c) and 1115 Waiver programs.
2. By 2031, SCDD will strengthen collaboration with state departments by reviewing and providing feedback on relevant strategic plans developed by agencies such as DOH, DHS, DOT, Tourism, DOE, and EMS.
3. By 2031, SCDD will expand collaboration with county agencies by reviewing and providing input on county plans related to transportation, housing, and public safety.

Objective 3.2: Community Development
3.2 By 2031, SCDD will increase interagency collaboration by contributing input to at least one community development planning process each year that impacts individuals with I/DD and their families.

Key Activities:
1. Each year through 2031, SCDD will participate in housing and community development planning meetings to provide input on the needs of individuals with I/DD.

Objective 3.3: Day at the Capitol and Legislative Forums
3.3 Annually through 2031, SCDD will engage advocates, DD Network partners, and Community stakeholders to host the annual Day at the Capitol event and annual legislative forums to educate county and state policymakers and increase advocacy skills.

Key Activities:
1. Annually through 2031, SCDD will support participation in the Day at the Capitol by bringing individuals with I/DD, students, adults, and family members to engage in advocacy activities.
2. Annually through 2031, SCDD will support participation of individuals with I/DD and family members during the annual legislative forums to discuss issues affecting the I/DD community.
3. Annually through 2031, SCDD will coordinate meetings between county departments and individuals with I/DD and family members to educate them on the needs of the I/DD community.
4. Annually through 2031, SCDD will provide support to individuals with I/DD on how to provide testimony.
5. Annually through 2031, SCDD will collaborate with aging agencies to host a March for Meals awareness event.
