Requires a nonprofit organization applying for County grant funds to certify, under penalty of perjury, that the organization has internal policies relating to management, audits, fiscal procedures, nepotism, and conflicts of interest. Bill 160: Amends Ordinance No. 25-45, as Amended, the Operating Budget of the County of Hawai’i for the Fiscal Year Ending June 30, 2026. Appropriates revenues in the Real Property Tax Penalties account ($1,125,000); and appropriates the same to the following Transfer to Public Access/Open Space Preservation accounts: Fund ($1,000,000) and Maintenance Fund ($125,000). Ayes: Council Members Galimba, Hustace, Kagiwada, Kierkiewicz, Kimball, Onishi, Villegas, and Chair Inaba – 8; Noes: None; Absent: Council Member Kaneali’i-Kleinfelder – 1; Excused: None.

Bill 161: Amends Ordinance No. 25-45, as Amended, the Operating Budget of the County of Hawai’i for the Fiscal Year Ending June 30, 2026. Appropriates revenues in the Fund Balance From Previous Year – Reserved account ($443,775.57); and appropriates the same to the following Transfer to Public Access/Open Space Preservation accounts: Fund ($274,878.65), Maintenance Fund ($40,457.41), and Transfer to Disaster/Emergency Fund account ($128,439.51). Ayes: Council Members Galimba, Hustace, Kagiwada, Kierkiewicz, Kimball, Onishi, Villegas, and Chair Inaba – 8; Noes: None; Absent: Council Member Kaneali’i-Kleinfelder – 1; Excused: None.

Bill 166: Amends Ordinance No. 25-50, as Amended, an Ordinance Amending Chapter 6 of the Hawai’i County Code 1983 (2016 Edition, as Amended), Relating to Transient Accommodations. Delays the effective date of Ordinance No. 25-50, relating to transient accommodations, until September 1, 2026. Bill 167: Amends Ordinance No. 25-45, as Amended, the Operating Budget of the County of Hawai’i for the Fiscal Year Ending June 30, 2026. Appropriates revenues in the Federal Grants – Justice Assistance Grant-Special Response Team Capability Enhancement Grant account ($35,023); and appropriates the same to the Justice Assistance Grant-Special Response Team Capability Enhancement account.
