NOTICE OF PUBLIC HEARING
Pursuant to chapter 91, Hawaii Revised Statutes, NOTICE IS HEREBY GIVEN that the Department of Customer Services, City and County of Honolulu, will hold an in person public hearing in Conference Room 153, Kapalama Hale, 925 Dillingham Boulevard, Honolulu, Hawaii, on Thursday, July 9, 2026, from 2:00 p.m. to 4:00 p.m., to consider the adoption of Rules and Regulations of the Director of Customer Services, Title 9, relating to public spay and neuter program for cats and dogs. The purpose of these rules is to address the establishment and administration of the City and County of Honolulu’s public spay and neuter program for cats and dogs.
PUBLIC TESTIMONY
All are invited to state their views on the proposed rules, either orally or in writing.
Interested persons may present written or oral testimony regarding the proposed rules at the time of the public hearing. Those unable to attend the public hearing may submit written testimony by mail to Department of Customer Services, Kapalama Hale, 925 Dillingham Blvd., Room 210, Honolulu, Hawaii 96817 or by email at CSD@honolulu.gov. All submissions must be received prior to the conclusion of the scheduled public hearing.
Persons who intend to present oral testimony may sign up at the public hearing. It is highly recommended that written testimony be submitted in addition to registering to provide oral testimony. Oral testimony will be limited to three (3) minutes per testifier.
All oral and written testimony is public information. Please do not include information in your testimony that you do not want disclosed to the public.
Persons with special needs (e.g., large print, sign language interpreter, or translator) shall make requests for assistance by contacting the Department of Customer Services at (808) 768-4385 or by email at CSD@honolulu.gov at least seven (7) days prior to the hearing. Prompt requests help to ensure the availability of appropriate accommodations.

In person free of charge at the Main Security Desk at Kapalama Hale, 925 Dillingham Blvd., Honolulu, Hawaii 96817 from 7:45 a.m. to 4:30 p.m., Monday through Friday, excluding holidays.
Via mailed hard copy if a request is made to the Department of Customer Services. A hard copy will be mailed upon receipt of a check made payable to the “City and County of Honolulu” in the amount of $2.00 for copying and postage.
