Bill 152: Initiates an Amendment to Article III, Section 3-18, of the Charter of the County of Hawai’i (2024 Edition), Relating to the Office of the County Auditor. Clarifies that the County Auditor has the same power with respect to employees within the Office of the County Auditor as department heads in the Executive Branch and specifies that the County Auditor may appoint a deputy. Bill 153: Amends Ordinance No. 25-45, as Amended, the Operating Budget of the County of Hawai’i for the Fiscal Year Ending June 30, 2026. Appropriates revenues in the State Grants – Coffee Berry Borer/Coffee Leaf Rust Pesticide Subsidy Program account ($150,000); and appropriates the same to the Coffee Berry Borer/Coffee Leaf Rust Pesticide Subsidy Program account. Bill 135 (Draft 3): Establishes an Operating Budget for the County of Hawai’i for the Fiscal Year July 1, 2026, to June 30, 2027. Draft 3 includes estimated revenues of $976,408,620 and appropriations of $975,980,388. Bill 136 (Draft 3): Relates to Public Improvements and Financing Thereof for the Fiscal Year July 1, 2026, to June 30, 2027. Draft 3 requires a total appropriation of $380,200,000, of which $55,700,000 are intended to be funded by Federal Grants, $23,000,000 to be funded by State Grants, $292,500,000 to be funded in whole or part by bonds, $8,500,000 to be funded by private funds, and $500,000 to be funded by the Public Access, Open Space, and Natural Resources Preservation Commission Maintenance Fund.
