NOTICE OF PUBLIC HEARING
Pursuant to Hawaii Revised Statutes (HRS) Chapter 91, notice is hereby given that the Hawaii Department of Transportation (HDOT) will hold a public hearing to hear all persons interested in the proposed amendment of Hawaii Administrative Rules Chapter 19-154, State Mileage-Based Road Usage Charge.
The purpose of the amendment of the rule is to provide guidance on calculating the road usage charge for electric vehicle owners who owe a multi-year road usage charge because their safety inspection and registration are not time-aligned with the road usage charge.

Interested people may attend the public hearing in person at 869 Punchbowl Street, 1st floor Media Center, Honolulu, Hawaii 96813.

PUBLIC TESTIMONY
All interested people are invited to present data, views, or arguments on the proposed amendments orally at the time of the public hearing, either in person, virtually, or by submitting comments in writing through electronic submittal by emailing dayna.k.madison@hawaii.gov or hard copy comments personally delivered or postmarked and mailed to:

People may request language interpretation, auxiliary aids, or special services (such as a sign language interpreter) by emailing dayna.k.madison@hawaii.gov, calling (808) 587-2154, or using a telecommunication relay service prior to the hearing date as soon as possible, preferably ten (10) days before the hearing date. Requests made as early as possible have a greater likelihood of being fulfilled.

The proposed amendments may be viewed and downloaded free of charge from

The proposed amendments may also be reviewed in person during regular business hours at Hawaii State Department of Transportation, 869 Punchbowl Street, Room 500, Honolulu, Hawaii 96813. A copy of the proposed amendments may be requested by mailing a request and check for $4.75 to the address above. Checks should be made out to Hawaii Department of Transportation.
