NOTICE TO BIDDERS
INVITATION FOR BIDS
MOBILE FOOD TRUCK CONCESSIONS
ISLAND OF HAWAI’I
The State of Hawai’i, Board of Land and Natural Resources (BLNR), is issuing multiple Invitations for Bids (IFB) to qualified parties interested in operating Mobile Food Truck Concessions at various State Parks on the island of Hawai’i, including Kekaha Kai State Park, Wailuku River State Park, Wailoa River State Park, Hapuna Beach State Recreation Area, and ‘Akaka Falls State Park, pursuant to Chapter 102, Hawai’i Revised Statutes (HRS).
Prior to submitting a bid, prospective bidders must meet the minimum qualifications set forth in the IFB, submit a written Notice of Intention to Bid by
May 22, 2026, and a completed Qualifications Questionnaire by June 12, 2026, to the Department of Land and Natural Resources (DLNR), Division of State Parks (DSP), at either the Kalanimoku Building, 1151 Punchbowl Street, #310, Honolulu, HI 96813, or Hawai’i District Office, 75 Aupuni Street, #204, Hilo, HI 96720.
Sealed bids are due no later than 4:00 PM HST on July 1, 2026. All bids must be accompanied by a bid deposit in accordance with Section 102-6, HRS. Sealed bids will be publicly opened at 9:00 AM HST on July 2, 2026, at the Kalanimoku Building, 1151 Punchbowl Street, #310, Honolulu, HI 96813.
