NOTICE IS HEREBY GIVEN that the Hawaii Public Housing Authority (HPHA), in accordance with 24 C.F.R. 982.206 and Chapter 17-2031, Hawaii Administrative Rules, will open its Housing Choice Voucher (HCV, a.k.a. Section 8) waiting list and Project-Based Voucher (PBV) waiting lists for low-income applicants on Oahu.
The HPHA has adopted a lottery selection policy. After a waiting list closes, the HPHA will place applicants on the list in a randomized order. Applications will be active for 18 months from the date of placement on a waiting list and then expire. After 18 months, remaining applications will automatically be cancelled. For more information about the opening of the waiting lists, visit the HPHA’s website at www.hpha.hawaii.gov/how-to-apply.
The HPHA will accept applications for the following waiting lists from:
8:00 a.m. on Monday, April 20th to 4:00 p.m. on Monday, April 27th
Project-Based Voucher Waiting List for the Towers at Kuhio Park
This waiting list serves the Towers at Kuhio Park, which is located at 1475 Linapuni Street and managed by The Michaels Organization. The HPHA is accepting applications for two (2) bedroom units only. The HPHA will accept 600 applications.The HPHA will use a lottery to select applicants to be placed on this list.
Project-Based Voucher Waiting List for Palolo Homes
This waiting list serves Palolo Homes, which is located at 2170 Ahe Street and managed by Mutual Housing Association of Hawaii. The HPHA is accepting applications for three (3) and four (4) bedroom units only. The HPHA will accept 300 applications. The HPHA will use a lottery to select applicants to be placed on this list.
Housing Choice Voucher (HCV) Waiting List
This waiting list serves the HPHA’s Housing Choice Voucher program on the island of Oahu. The HPHA is accepting applications for all voucher unit sizes. The HPHA will accept 1000 applications.The HPHA will use a lottery to select applicants to be placed on this list.
Local Preferences
The HPHA has established a system of local preferences for the selection of families admitted to the Section 8 Housing Choice Voucher (HCV) program. Applicants may qualify for a preference if they meet any of the following criteria:
- Homelessness: Families who at any time in the last twelve months preceding the application date experienced homelessness.
- Homeless means they lack a fixed, regular, and adequate nighttime residence (i.e., having a primary nighttime residence that is a supervised public or private shelter providing temporary accommodations including welfare hotels, congregate shelters, and transitional housing, or an institution providing temporary residence for individuals intended to be institutionalized, or a public or private place not ordinarily used as a sleeping accommodation for human beings). Families who are residing with friends or relatives on a temporary basis qualify for a preference under this definition.
Frequently Asked Questions
How do I submit an application? Applications can be submitted online at hpha.myhousing.com or 1002 N. School St. in Honolulu, HI 96817. If you have questions about the application process, you may call our offices at (808) 832-6040. Personal computers, tablets, and mobile devices with internet access may be used. However, not all operating systems may support the application website.
Before applying, be prepared to provide the names, dates of birth, social security numbers, and monthly gross income for all persons who will be listed on the application. Any application received before or after the opening period will not be accepted. After submission, be sure to print the application receipt and write down the Application Confirmation Number.
Can I apply for more than one waiting list? YES.
Can my family submit more than one application to a single waiting list? NO, any duplicate applications with the same or similar household members will be denied. The HPHA conducts multiple crosschecks to remove duplicate applications.
Does submitting an application mean I am on the waiting list? NO, submitting an application does not mean you are on a waiting list. If more applications are recieved than slots available, the HPHA’s database software will randomly select which applicants will be placed on the waiting list. All applications not placed on the waiting list as part of the lottery will be canceled after 18 months.
