NOTICE OF PUBLIC HEARING
Pursuant to Chapter 91, Hawaii Revised Statutes, notice is hereby given that the State of Hawaii Green Infrastructure Authority (“HGIA”) will hold a public hearing to receive public testimony and comments from all interested persons regarding the proposed adoption of Chapter 15-__, Hawaii Administrative Rules (HAR), entitled “Financing for Condominiums”.

All interested persons may submit written testimony regarding the proposed administrative rules, whether or not they are able to attend the public hearing. Written testimony may be submitted by email to dbedt.greenbank@hawaii.gov or by mail to the Hawaii Green Infrastructure Authority at P.O. Box 2359, Honolulu, HI 96813, and must be received no later than 4:30 P.M. HST the day before the hearing.
The proposed administrative rules establish a framework for the implementation and administration of the Hawaii Green Infrastructure Authority’s Condominium Loan Program and Condominium Loan Loss Reserves Program. The rules address general program structure, funding mechanism, eligibility criteria, application and review processes, loan terms and conditions, and related administrative and reporting requirements necessary to carry out the purposes of the programs.
The proposed rules, authorized by Act 296, Session Laws of Hawaii 2025, and Chapter 514D, Hawaii Revised Statutes, and are proposed for adoption pursuant to Chapter 91, Hawaii Revised Statutes. No Native Hawaiian traditional or customary rights or practices have been identified that may be impacted by the adoption of the proposed administrative rules.
