PUBLIC NOTICE
COUNTY OF HAWAII DRAFT 2026 ACTION PLAN for
2025-2029 CONSOLIDATED PLAN FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND EMERGENCY SOLUTIONS GRANT (ESG) PROGRAMS AND
SUBSTANTIAL AMENDMENT TO THE 2025 ACTION PLAN

Pursuant to 24 CFR Part 91, the County of Hawaii’s Office of Housing and Community Development (County) has prepared its Draft 2026 Action Plan (AP) for the U.S. Department of Housing and Urban Development’s (HUD) CDBG and ESG programs and invites public review and comment.

The County is also proposing a substantial amendment to its 2025 Action Plan for its ESG program.

COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM

The County anticipates receiving approximately $2,600,000.00 in 2026 CDBG funds and $100,000.00 in program income from the Residential Emergency Repair Program, for a total of $2,700,000.00. The following projects are proposed:

YWCA of Hawaii Island – Developmental Preschool $ 750,000.00
Mental Health Kokua – Hale Amau ADA Renovations $ 425,000.00
West Hawaii Domestic Violence Shelter – Security Improvements $ 100,000.00
Administration, Planning & Fair Housing ___________________ $ 540,000.00
Total $2,700,000.00

Project amounts may change based on final allocations, actual program income received, cancellations, or reprogramming of CDBG funds. To expedite project implementation, the County may incur up to $370,000.00 in eligible pre-award costs for the Pahoa Fire Station Brush Truck Acquisition project or the Pahala Fire Station SCBA Mobile Compressor and Tow Vehicle Acquisition project, pursuant to 24 CFR 570.200(h)(1).

EMERGENCY SOLUTIONS GRANT (ESG) PROGRAM

The County anticipates receiving approximately $270,000.00 in 2026 ESG funds and propose the following projects:

ESG project and administration amounts may be adjusted based on final allocations.

AMENDMENT TO 2025 ACTION PLAN FOR ESG PROGRAM FUNDS

The County proposes to amend its 2025 Action Plan to identify a project to be funded with PY2025 ESG funds.

PUBLIC COMMENT PERIOD
All draft plans will be available for public review and comment from
February 6, 2026 to March 9, 2026 at the following locations, Monday through Friday, 7:45 a.m. to 4:30 p.m., except on holidays and on the County of Hawaii’s OHCD website at www.housing.hawaiicounty.gov/grants-funding.

Low and moderate income persons, minorities, non-English speaking persons, and persons with disabilities, are especially encouraged to submit comments.

Written comments for the draft 2026 Action Plan and/or the 2025 Amendment must be received by 4:30 pm on March 9, 2026, by mail or e-mail (ohcdcdbg@hawaiicounty.gov). Comments will be considered and may be incorporated into the final plan as deemed appropriate. The 2026 Action Plan will be presented to the Governmental Operations and External Affairs Committee on April 7, 2026, and to the Hawaii County Council on April 22, 2026. Meeting dates are subject to change. Please check the OHCD website for updates.

The County’s Plan to Minimize Displacement and the County’s Final Annual Community Assessment Report for its program year 2024 with HUD will also be available for public review at the OHCD in Hilo and Kailua-Kona.
