NOTICE FOR LOTTERIES FOR
PUBLICATION DISPENSING RACK SPACES
THROUGHOUT THE WAIKIKI SPECIAL DISTRICT

In accordance with the Revised Ordinances of Honolulu, the Department of Customer Services will be conducting supplemental lotteries for the vacant publication dispensing rack spaces throughout the Waikiki Special District. The lotteries will be held as follows:

DATE: Friday, January 30, 2026

LOCATION: Kapalama Hale
925 Dillingham Boulevard
2nd Floor Meeting Room (#277)
Honolulu, Hawai’i 96817
"Valid photo identification will be required to enter the building.

TIMES: 12-INCH SPACE LOTTERY:
12:00 p.m. – 12:30 p.m. – Sign-in
(Publishers must check in by 12:30 p.m. to participate in the
lottery.) 12:30 p.m. – Lottery begins

24-INCH SPACE LOTTERY:
2:30 p.m. – 3:00 p.m. – Sign-in
(Publishers must check in by 3:00 p.m. to participate in the
lottery.) 3:00 p.m. – Lottery begins

NOTE: A limit of two (2) persons per publisher will be allowed at either lottery due to the room capacity.

Permits will be.valid from January 1, 2026 to June 30, 2027. The fee will be $222.00 per spaise per publication for the remainder of the current three-year permit period and can be paid as follows:

One installment
1 payment due February 13, 2026 (1 payment- full payment)
Two installments
1st payment due February 13, 2026 ($74.00 per rack space)
2nd payment due June 28, 2026 ($148.00 per rack space)

IMPORTANT: In order to participate in the lottery, any new publishers or interested persons are required to register by completing and submitting an application form. required supporting documents. and the $50.00 non-refundable application fee for each publication on the day of lottery, January 30, 2026. Each applicant must declare on the application form whether they will participate in the 12-inch or 24-inch space lottery, but not both.
