- Notice is hereby given that the Kaua’i County Housing Agency (KCHA) will hold a video teleconference and in-person hearing on the draft Consolidated Plan 2025-2030, second program year draft Annual Action Plan (AAP) 2026, and proposed projects that have been recommended for anticipated funding assistance from the U.S. Department of Housing and Urban Development (HUD) through the federal Community Development Block Grant (CDBG) Program. Pursuant to 24 CFR 91.105, the public hearing is to provide information on the anticipated grant funds and afford citizens the opportunity to provide written or oral comments on the draft AAP 2026 and proposed projects. The hearing will be held on:

- a. Keala Foundation Transportation Program $ 57,735.00
- (Keala Foundation)
- Funds will be used for driver salaries, fuel, maintenance and insurance of existing vehicles to facilitate youth
- participation in drug prevention and intervention programs supporting mental and physical health
- and offer reliable transportation for low- to moderate-income families.
- b. MTC Youth Development Project $ 53,000.00
- (Iwikua)
- Funds will be used for staff salaries, operational costs and to purchase operation supplies, equipment and
- assessment tools to conduct an after-school program for youth, (grades 6-8), from low- to moderate-income
- families to support physical health, emotional well-being and positive engagement.

- c. ADA Ramp for Lawa`i Youth Transition Home
$ 40,788.00
- (Hale `Opio Kaua`i Inc.)
- Design, construct and install an ADA-compliant ramp to provide access to essential behavioral health
- and supportive housing services for youth, (age 12-18), from low- to moderate-income families.

- d. Kauai – Aukoi Restoration Project $ 282,000.00
- (Mental Health Kokua)
- Renovate a group home for adults with serious mental illness, (SMI), at risk of homelessness.
- e. Kealaula Phase II Photovoltaic System Installation $ 200,000.00
- (Kauai County Housing Agency)
- Install a photovoltaic system to decrease energy costs at a long-term supportive rental housing project
- for families transitioning out of homelessness.
- ADMINISTRATION
- f. Administration $ 147,647.00
- (Kaua’i County Housing Agency)
- General program administration, project implementation, compliance monitoring, evaluation, record-keeping
- and reporting.

- TOTAL ANTICIPATED CDBG FUNDING $ 781,170.00
- KCHA anticipates receiving $738,234.00 in grant funds from HUD for PY 2026 CDBG annual allocation and will utilize $42,936.00 from program income. KCHA will continue to administer the Home Purchase Program and Homebuyer Loan Program utilizing revolving loan funds dedicated to the programs. Should there be an increase or decrease in the actual allocation amount, the lowest ranked project from each category will be adjusted accordingly.

- ALTERNATE PROJECT:
- To ensure the performance of the County of Kaua’i program in meeting timeliness regulations at 24 CFR 570.902, should any projects listed above not proceed as represented in the CDBG applications, the following project may be funded if the project is ready to proceed and will comply with CDBG regulatory requirements:
- a. 2026 Hale Ho`omalu Family Center Critical Safety Improvements Project Phase II $ 80,000.00
- (CFS Real Property, Inc.)
- Design, permitting and installation of window replacements to enhance safety, functionality and long-term
- sustainability in serving low- to moderate-income individuals and families.
- The public is advised that the County of Kaua’i may exercise the option to incur pre-award costs for projects in its PY 2026 budget pursuant to 24 CFR 570.200(h) to assist with compliance of CDBG timeliness regulations. Non-CDBG funds used for pre-award costs will be reimbursed upon receipt ofPY 2026 CDBG funding from HUD.
- Should any CDBG funds become available from cancelled or completed projects, or by receipt of program income or revolving funds, such funds may be reprogrammed to any open Action Plan project in accordance with the requirements of the County’s Citizen Participation Plan and prior approval from HUD.
- The purpose of the 5-Year CP and AAP 2026 is to ensure that jurisdictions receiving federal assistance, plan for housing and related needs in a way that improves availability and affordability of decent housing, a suitable living environment, and expands economic opportunities, principally for low- to moderate-income persons.

Written comments may be submitted via email to kbarros@kauai.gov or via U.S. mail to: Kaua’i County Housing Agency, 4444 Rice Street, Suite 330, Lihu’e, Hawai’i 96766. The 30-day comment period will commence on January 21, 2026. All comments received by February 20, 2026, will be considered in preparing the final AAP 2026.
