NOTICE OF PUBLIC HEARINGS

Pursuant to Chapter 91, Hawaii Revised Statutes, notice is hereby given that the State of Hawaii, Department of Transportation (DOT) Highways, will hold a public hearing relating to proposed Hawaii Administrative Rules, Chapter 19-133.2, entitled "Periodic Inspection of Vehicles." The proposed rules are intended to reflect updates required for these rules by Act 144, Session Laws of Hawaii (SLH) 2023, relating to head lamp requirements and the registration requirements for vehicle safety inspections. The proposed rules are also intended to reflect updates relating to the odometer reading of a vehicle on the date of inspection as provided by Act 222, SLH 2023, which amended Section 286-26(e), Hawaii Revised Statutes, and relates to the Hawaii Road Usage Charge (HiRUC) requirement for odometer reading photos.

A paper copy may be obtained by mailing a request and a money order for $4.75 to the DOT address shown below. Checks should be made out to Hawaii Department of Transportation. A copy of the proposed rules may be reviewed in person at the following address and at the following dates and times:

Interested persons are invited to present their views (testimony) on the proposed rules at the public hearing or in writing by mail, facsimile, or email. Testimony submitted by mail must be postmarked on or by January 28, 2026. Written testimony via fax or email will be accepted up until January 28, 2026, 12:00 noon at the following address:
