Applies the homeowner classification’s three-percent annual assessment increase cap to a property’s agricultural assessed value under certain conditions, including if the property is no longer assessed according to its agricultural use; expires on December 31, 2029. Ayes: Council Members Galimba, Hustace, Kagiwada, Kaneali’i-Kleinfelder, Kierkiewicz, Kimball, Onishi, Villegas, and Chair Inaba – 9; Noes: None; Absent: None; Excused: None.

Bill 107 (Draft 2): Amends Chapter 17 of the Hawai’i County Code 1983 (2016 Edition, as Amended), Relating to the Fire Code. Adopts the State Fire Code as the County Fire Code; and adds administrative procedures relating to fire code enforcement, including permits, reviews, and inspections. Ayes: Council Members Galimba, Hustace, Kagiwada, Kaneali’i-Kleinfelder, Kierkiewicz, Kimball, Onishi, Villegas, and Chair Inaba – 9; Noes: None; Absent: None; Excused: None.

Bill 108: mends Ordinance No. 25-45, as Amended, the Operating Budget of the County of Hawai’i for the Fiscal Year Ending June 30, 2026. Increases revenues in the State Grants – State Emergency Medical Services account ($1,750,000); and appropriates the same to the following Emergency Medical Services accounts: Salary and Wages ($749,000), Other Current Expenses ($90,000), and Equipment ($911,000). Ayes: Council Members Galimba, Hustace, Kagiwada, Kaneali’i-Kleinfelder, Kierkiewicz, Kimball, Onishi, Villegas, and Chair Inaba – 9; Noes: None; Absent: None; Excused: None.

Bill 109: Amends Chapter 24, Article 10, Division 5, of the Hawai’i County Code 1983 (2016 Edition, as Amended), Relating to No Parking at Anytime. Prohibits parking at any time on Hina-Lani Street, from Queen Ka’ahumanu Highway to Anini Street.
