PUBLIC NOTICE OF SUBSTANTIAL AMENDMENT TO 2018, 2021 AND
2024 ACTION PLANS FOR U.S. DEPARTMENT OF HOUSING AND
URBAN DEVELOPMENT (HUD) GRANT PROGRAMS
Pursuant to 24 CFR 91 and in accordance with the County of Hawaii’s approved Citizen Participation Plan, a substantial amendment to the County’s Action Plan requires the publication of a public notice to notify citizens of the draft amendment and its availability for comments during the comment period from November 20, 2025, to December 22, 2025.
The County of Hawaii’s Office of Housing and Community Development (OHCD) is proposing amendments to the following action plans and providing affected citizens an opportunity to submit comments.
The OHCD is amending its 2018 Action Plan, 2021 Action Plan and 2024 Action Plan to transfer $2,250,000.00 of FY24 Home Investment Partnership (HOME) funds, $450,000.00 of FY21 HOME Community Housing Development Organization funds, and $113,214.84 of FY18 Tenant-Based Rental Assistance HOME funds to the support the Ouli Ekahi Cottages Rental Housing Improvements in Kamuela, Hawaii with their wastewater treatment plant, trash enclosure, flood mitigation and additional improvements.
The OHCD will consider any comments and views expressed by citizens on the proposed amendment, and may modify the amendment, if it deems appropriate. Citizens who wish to comment on the amendment must submit their comments in writing to the OHCD at 1990 Kinoole Street, Suite 102, Hilo, Hawaii 96720, or
e-mailed to ohcdcdbg@hawaiicounty.gov by 10:00A.M. on December 22, 2025.
