CHANGE IN MEETING LOCATION

Pursuant to Section 3-107(8) of the Revised Charter of the City and County of Honolulu 1973 (Amended 2017 Edition), as amended, notice is hereby given that the October 1, 2025 Regular Meeting/Public Hearing of the Council has been relocated from the Council Chamber, Honolulu Hale to Conference Rooms A, B, and C at Kapolei Hale located at 1000 Uluohia Street, Kapolei.

The items listed below have been published in anticipation of the actions to be taken by the City Council Standing Committees; and therefore, the City Council may or may not take action on the items or any amendments proposed thereto.

1. Bill 42 and any amendments proposed thereto by the Committee on Infrastructure, Transportation & Technology – Relating to taxicabs. (Addressing the regulation of taxicabs and taxicab companies.)

2. Bill 53 and any amendments proposed thereto by the Committee on Housing, Homelessness & Parks – Relating to affordable housing. (Addressing requirements for affordable housing.)

3. Bill 57 and any amendments proposed thereto by the Committee on Energy, Environment & Sustainability – Relating to dumpsters. (Addressing dumpsters placed on public roadways and rights-of-way in the City and County of Honolulu.)

4. Bill 59 and any amendments proposed thereto by the Committee on Budget – Relating to sewer service charges. (Addressing sewer service charges.)

5. Bill 60 and any amendments proposed thereto by the Committee on Infrastructure, Transportation & Technology – Relating to the Honolulu Authority for Rapid Transportation. (Addressing provisions related to the Honolulu Authority for Rapid Transportation.)

6. Bill 61 and any amendments proposed thereto by the Committee on Budget – Relating to real property taxation. (Addressing real property tax exemptions.)

7. Bill 62 and any amendments proposed thereto by the Committee on Zoning and Planning – Relating to amendments to bed and breakfast home and transient vacation unit standards and requirements initially made under Ordinance 24-14, but inadvertently omitted under Ordinance 25-2. (Making certain amendments to § 25-5.70-3, Revised Ordinances of Honolulu 2021, as enacted by Ordinance 25-2, relating to bed and breakfast home and transient vacation unit standards and requirements, initially made under Ordinance 24-14, but inadvertently omitted under Ordinance 25-2.)

8. Resolution 25-257 – Authorizing the use of overt video monitoring in the City and County of Honolulu to prevent and deter general criminal activity and achieve the legitimate law enforcement objective and legitimate public purpose of ensuring a safe and secure 2025 Honolulu Marathon event.

Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to:

A three-minute presentation on Public Hearing and New Business items; and
A one minute presentation on all other items.

As both English and Hawaiian are official languages of the State of Hawai’i, pursuant to Article XV, Section 4 of the Hawai’i State Constitution and Section 1-13 of the Hawai’i Revised Statutes, members of the public may testify in either language. For oral testimonies offered in ‘Olelo Hawai’i, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

Although remote oral testimony is being permitted, this is a regular meeting and not a remote meeting by interactive conference technology under HRS Section 92-3.7. Therefore, the meeting will continue notwithstanding loss of audiovisual communication with remote testifiers or loss of the public broadcast of the meeting.

Persons wishing to testify in-person in the meeting room are requested to register between 9 a.m. and 10 a.m. by filling out the registration form in person in the meeting room. Persons who have not registered will be given an opportunity to speak following the oral testimonies of the registered speakers.
