NOTICE

The Council of the City and County of Honolulu at its meeting held on September 3, 2025, laid over and ordered published the following Resolution. Pursuant to Section 3-202.9 of the Revised Charter of the City and County of Honolulu 1973 (Amended 2017 Edition), as amended, the Honolulu City Council hereby gives notice that the following Resolution authorizing proceedings in eminent domain has been introduced and is under its consideration:

RESOLUTION 25-223 (FOR CONDEMNATION) PROVIDING FOR THE ACQUISITION OF WASTEWATER PUMP STATIONS AND AN ADJACENT ROADWAY IN FEE FOR PUBLIC USE SITUATED AT MOANALUA, HONOLULU, O’AHU, HAWAI’I AND DETERMINING AND DECLARING THE NECESSITY OF THE ACQUISITION BY EMINENT DOMAIN.

I.

The valid public use and purpose is the fee acquisition of wastewater pump stations operated by the City and County of Honolulu Department of Environmental Services (ENV) for over 50 years1 but still located on privately-owned parcels. The wastewater pump stations are essential infrastructures that support the City’s sewer system in the Aliamanu area. An eminent domain lawsuit shall be filed to acquire Aliamanu #1 Wastewater Pump Station (TMK: 1-1-021-010, Parcel 1) and Aliamanu #2 Wastewater Pump Station (TMK: 1-1-023-103, Parcel 1). The same eminent domain lawsuit shall also acquire an adjacent roadway (TMK: 1-1-023-104, Parcel 2), which will maintain ENV’s access to Aliamanu #2, as well as the neighboring residential lot’s access to Salt Lake Boulevard. Said Parcels are situated at Moanalua, Honolulu, O’ahu, Hawai’i, and more particularly described in the legal descriptions and maps in the attached Exhibit A to Resolution 25-223. The Corporation Counsel of the City and County of Honolulu is hereby authorized to file the eminent domain lawsuit.

Eminent Domain is necessary for the public use and purpose described above.
