ON DRAFT AIR PERMITS
REGULATING THE EMISSIONS OF AIR POLLUTANTS
(Docket No. 25-CA-PA-15)
Pursuant to Hawaii Revised Statutes (HRS), Chapter 342B-13 and Hawaii Administrative Rules (HAR), Chapter 11-60.1, the Department of Health, State of Hawaii (DOH), is requesting public comments on the following DRAFT PERMITS presently under review for:
(1) Covered Source Permit (CSP) No. 0098-01-C
Application No. 0098-04 for Renewal
IES Downstream, LLC
Marine Mooring Terminal
Located: 1.5 miles off the coast of Campbell Industrial Park,
Island of Oahu
(2) Covered Source Permit (CSP) No. 0330-01-C
Application No. 0330-06 for Renewal
Par Hawaii Refining, LLC
Barbers Point Harbor Loading Facility
Located At: Barbers Point Deep Draft Harbor, Kapolei, Island of Oahu
The DRAFT PERMITS are described as follows:
(1) Covered Source Permit (CSP) No. 0098-01-C
The renewal of CSP No. 0098-01-C would grant conditional approval for the continued operation of the existing Marine Mooring Terminal. Equipment in the draft permit consists of seven mooring buoys, one (1) 20-inch diameter submerged pipeline and one (1) 30-inch diameter submerged pipeline. There is a proposed modification to the marine mooring terminal consisting of increasing the gasoline component products throughput limit to 4.2 million barrels per year from 3.6 million barrels per year and the petroleum products (gasoline component products and crude oil component products) throughput limit to 5.2 million barrels per year from 4.6 million barrels per year. The proposed modification will result in potential volatile organic compound (VOC) emissions of 247.93 tons/year or a net VOC emissions change of 34.13 tons/year. This permit, if issued, will supersede CSP No. 0098-01-C, issued on April 16, 2014, in its entirety.
(2) Covered Source Permit (CSP) No. 0330-01-C
The renewal of CSP No. 0330-01-C would grant conditional approval for the continued operation of an existing petroleum loading facility. There are no proposed changes to this facility. This permit, if issued, will supersede CSP No. 0330-01-C, issued on October 31, 2017, in its entirety.

All comments on the draft permits and any request for a public hearing must be in writing, addressed to the Clean Air Branch at the above address on Oahu and must be postmarked or received by October 2, 2025.
Any person may request a public hearing by submitting a written request that explains the party’s interest and the reasons why a hearing is warranted. The DOH may hold a public hearing if a hearing would aid in DOH’s decision. If a public hearing is warranted, a public notice for the hearing will be published at least thirty days in advance of the hearing.
Interested persons may obtain copies of the administrative record or parts thereof by paying five (5) cents per page copying costs. Please send written requests to the CIean Air Branch listed above or call the Permitting Section of the Clean Air Branch at (808) 586-4200.
Comments on the draft permit should address, but need not be limited to, the permit conditions and the facility’s compliance with federal and state air pollution laws, including: (1) the National and State Ambient Air Quality Standards; and (2) HRS, Chapter 342B and HAR, Chapter 11-60.1.
DOH will make a final decision on the permits after considering all comments and will send notice of the final decision to each person who has submitted comments or requested such notice.
