COMBINED NOTICE OF FINDING OF NO SIGNIFICANT IMPACT
AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by The Self Help Housing Corporation of Hawaii.

REQUEST FOR RELEASE OF FUNDS

On or about September 3, 2025, the City and County of Honolulu will authorize The Self Help Housing Corporation of Hawaii (hereinafter referred to as SHHCH) to submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of $1,000,000 of Community Project Funding (CPF) grant funds under the Consolidated Appropriations Act, 2022, to undertake a project known as the Nanaikeola Self-Help Housing Project located at Nanaikeola Street, Nanakuli, O’ahu, Hawai’i 96792 (Tax Map Key 187008076). The proposed project will develop 88 units of fee simple housing for low income families contributing sweat equity toward unit development. The CPF funding will be utilized for the purpose of planning, engineering, and construction expenses.

FINDING OF NO SIGNIFICANT IMPACT

The City and County of Honolulu has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act (NEPA) of 1969 is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Department of Community Services, 925 Dillingham Blvd, Suite 200, Honolulu, Hawai’i, and may be examined or copied between the hours of 7:45 a.m. and 4:30 p.m., Monday through Friday. The ERR may be viewed online at https://cpd.hud.gov/cpd-public/environmental-reviews or requested via email to DCSCBDD2@honolulu.gov.

PUBLIC COMMENTS

Any individual, group or agency may submit written comments on the ERR to Department of Community Services, Community Based Development Division, 925 Dillingham Blvd, Suite 200, Honolulu, Hawai’i, 96817 or DCSCBDD2@honolulu.gov. All comments received by September 3, 2025 will be considered by the City and County of Honolulu prior to authorizing submission of a Request for Release of Funds. Comments should specify the project name and which part of this Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

The City and County of Honolulu certifies to HUD that Anton C. Krucky in his capacity as Director of the Department of Community Services of the City and County of Honolulu consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows SHHCH to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of funds and the City and County of Honolulu’s certification for a period of fifteen (15) days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City and County of Honolulu or other officer of the City and County of Honolulu approved by HUD; (b) the City and County of Honolulu has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the project have committed funds or has incurred costs not authorized by 24 CFR Part 58 before approval of a Release of Funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the HUD Office of Community Planning and Development Honolulu Field office via mail to 1003 Bishop Street, Suite 2100, Honolulu, Hawai?i 96813-4918 or email to CPDHonolulu@hud.gov. Potential objectors should contact HUD to verify the actual last day of the objection period.
