NOTICE OF CONSULTATION

SECTION 106 OF THE NATIONAL HISTORIC PRESERVATION ACT OF 1966

AS AMENDED (2006)

INTERSTATE ROUTE H-1, HALAWA INTERCHANGE NO. 3 BRIDGE REPAIRS

HALAWA AHUPUAA, EWA MOKU, ISLAND OF OAHU, HAWAII

Notice is hereby given that the Federal Highway Administration (FHWA) and State of Hawaii Department of Transportation, (HDOT) propose a bridge repair project. This federally funded HDOT project is considered a federal action and undertaking, as defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006).

The proposed project is located along Interstate Route H-1, Halawa Interchange No. 3 (IC3) in Halawa on the Island of Oahu, Hawaii. The Area of Potential Effect (APE) includes the length and width of the Halawa IC3 roadway right-of-way (ROW) that is approximately 1,650-feet-long and 50-feet-wide. The total APE is approximately 3.73-acres. Proposed work will be conducted within the ROW. Staging areas and material stockpiling for the project will be temporary and located within the State-owned ROW.

The undertaking involves rehabilitating concrete on all sections of the Halawa IC3. Rehabilitation measures will include repairing delamination and spalls along the concrete columns, and abutments. Remediation measures would repair cracking and spalls in bridge abutments, piers and columns. All work will be conducted on the bridge superstructure and no ground disturbance is expected as part of this project.

Pursuant to Section 106 of the NHPA, Native Hawaiian Organizations and Native Hawaiian descendants with ancestral, lineal, or cultural ties to, cultural and historical property knowledge of and/or concerns for, and cultural or religious attachment to the proposed project area are requested to contact HDOT. Other individuals and organizations with demonstrated legal, economic, or historic preservation interest in the undertaking are asked to contact HDOT and share information you may have on historical and cultural sites that you may have knowledge of within the proposed APE. We welcome any information within 30 days of notice.
