The U.S. Defense Advanced Research Projects Agency (DARPA) invites a review of the draft Environmental Assessment (EA) for the Rapid Resilient Reefs for Coastal Defense (R3D) project. DARPA, as the lead federal agency, has prepared this EA in accordance with the National Environmental Policy Act (NEPA) (42 United States Code [U.S.C.] §§ 4321 et seq.) as implemented by the Department of Defense’s NEPA Implementing Procedures. The Hawai’i Department of Transportation (HDOT) is a cooperating agency and will prepare an EA pursuant to Hawai’i Revised Statutes (HRS) Chapter 343, the State’s law governing the environmental review process.
The Draft EA is available for public review and commenting at: https://www.rapidresilientreefs.org. Updates including the Final EA will be posted to this website following the public review period. All comments received will become part of the public record and will be available to view.
The 15-day public comment period begins on Friday, Aug 15th, 2025, and extends to Saturday, Aug 30th, 2025. Comments must be submitted electronically via the website no later than 11:59 p.m. Hawai’i Standard Time on Saturday, August 30th, 2025.
