The Kauai Emergency Management Agency (KEMA) intends to solicit assistance from the Department of Defense Innovative Readiness Training (IRT) program in updating certain Best Available Refuge Area (BARA) tool results. The IRT will provide technical expertise and assessment experience in support of KEMA’s BARA re-analysis of certain structures in light of additional information (electronic as-built drawings.) The proposed assistance will take place in Fiscal Year 2026.

KEMA also intends to solicit assistance from the Department of Defense IRT program to follow up on the findings of the 2025 IRT Cyber Security Assessment of the County Information Technology (IT) infrastructure. The IRT will provide technical expertise and assessment experience in support of the County’s implementation the menu of recommended actions that will enhance the County’s IT preparedness to detect, safeguard, assess and protect the network from malicious activity. The proposed assistance will take place in Fiscal Year 2026.

Failure to file comments within the timeframe noted will be considered an effective waiver of objections to military assistance to this project.
