NOTICE OF PUBLIC HEARING
MAUI PLANNING COMMISSION
The Maui Planning Commission of the County of Maui hereby gives notice of a public hearing on September 9, 2025, commencing at 9:00 a.m., or as soon thereafter as is practicable either at the Planning Department Conference Room, Kalana Pakui Building, 250 South High Street, Wailuku, Maui, Hawai’i 96793 and also via a videoconferencing platform, on the following matter:
1. KAMA’OLE GRAND SPE LLC requesting a Special Management Area Permit two- year time extension to initiate construction of Kama’ole Grand, consisting of seven residential buildings comprised of 217 condominium residences, a recreation center, barbeque areas, swimming pool, and all associated improvements including grading, parking areas, utility connections and landscaping, as well as a transfer of ownership of said permit from Kama’ole Grand LLC to Kama’ole Grand SPE, LLC, located at 2455 South Kihei Road, Kihei, Island of Maui, TMK (2) 3-9-020:007 (SM1 2016/007) (C. 2. A BILL FOR AN ORDINANCE ADDING CHAPTER 19.98 TO THE MAUI COUNTY CODE IMPOSING INTERIM RESTRICTIONS ON NEW PRIVATE SWIMMING POOLS IN THE WEST MAUI COMMUNITY PLAN AREA
Ms. Kate L.K. Blystone, Planning Director, referring to the Maui Planning Commission, a proposed bill to add Chapter 19.98 to the Maui County Code. The proposed bill initiated by the County Council through Resolution No. 25- 115 would impose an interim restriction on the permitting and construction of new private swimming pools in the West Maui Community Plan area.
As proposed, the duration of the interim restriction would apply until one or more of the conditions in proposed Section 19.98.040 are satisfied or December 31, 2028, whichever is greater. Certain proposed exemptions are also identified in the proposed bill. (G. Pfost)

3. MUNEKIYO HIRAGA on behalf of the COUNTY OF MAUI, DEPARTMENT OF ENVIRONMENTAL MANAGEMENT, WASTEWATER RECLAMATION DIVISION, is requesting a Special Management Area Use Permit approval for the replacement of a force main from the Spreckelsville pump station west to a utility access point in the northeast corner of the Kahului Airport, located at Pa’ia and Kahului, Hawai’i, Tax Map Keys (2) 3-8-002:123, (2) 3-8-095:027, (2) 3-8-002:033, (2) 3-8-095:005, (2) 3-8-095:003, (2) 3-8-095:001, (2) 3- 8-095:019, (2) 3-8-095:020, (2) 3-8-095:022, (2) 3-8-001:019 (SM12023- 00011) (K. The subject public hearing will be conducted in accordance with Hawai’i Revised Statute Chapter 91, the Maui County Code and Rules of the Maui Planning Commission. Information pertaining to the subject applications may be obtained from the Maui County Planning Department, 2200 Main Street, Suite 315, Wailuku, Maui or by email at planning@mauicounty.gov.
Petitions to intervene shall be in conformity with Section 12-201-20 of the Rules of Practice and Procedure for the Maui Planning Commission and shall be filed with the Commission and served upon the applicant no less than ten (10) days before the first public hearing date. Filing of all documents to the Commission is c/o the Maui Planning Department, 2200 Main Street, Suite 315, Wailuku, Maui, Hawai’i 96793. The deadline for the filing of a timely petition to intervene if the first public hearing date is on September 9, 2025, is August 25, 2025.
All testimony regarding the subject applications may be filed prior to the date of the hearing by providing 15 copies of said written testimony to the Department of Planning by mail at: Planning Department, 2200 Main Street, Suite 315, Wailuku, Hawai’i 96793 or online via the Dropbox links posted below each item above. Written testimony should be submitted two business days prior to the public hearing to ensure distribution to the commissioners; however, testimony submitted after such date will still be accepted by the Board until the closing of public testimony at the hearing. Further information will be provided on the posted meeting agenda.
