NOTICE OF AVAILABILITY OF AN ENVIRONMENTAL ASSESSMENT AND FINDING OF NO SIGNIFICANT IMPACT FOR IMPLEMENTING THE INTEGRATED NATURAL RESOURCES MANAGEMENT PLAN FOR THE PACIFIC MISSILE RANGE FACILITY
The Department of the Navy announces the availability of a Finding of No Significant Impact (FONSI) and a Final Environmental Assessment (EA) assessing the potential environmental impacts of implementing the Integrated Natural Resources Management Plan (INRMP) for the Pacific Missile Range Facility (PMRF). The proposed action supports natural resources management activities on PMRF administered and leased lands to include management of species listed under the Endangered Species Act (ESA) since the previous (2010) INRMP was finalized.
The EA evaluated the potential environmental impacts of implementing the 2023 INRMP on on geology and soils, water resources, climate change, terrestrial and marine biological resources including those species protected under the ESA, cultural resources, land use, and outdoor recreation. The INRMP and Draft EA were made available for public review and comment from May 16 through June 15, 2024. All comments received were considered in preparing the Final EA.
Based on the analysis presented in the Final EA, which has been prepared in accordance with the requirements of the National Environmental Policy Act and Navy policies and procedures (32 Code of Federal Regulations Part 775), and the public review of the Draft EA, the Navy found that the proposed project will not significantly impact the quality of the environment. Therefore, an Environmental Impact Statement will not be prepared, and a FONSI has been issued.
