The City and County of Honolulu’s Department of Community Services, through the Department of Budget and Fiscal Services’ Division of Purchasing, is soliciting proposals to lease and operate a City-owned property located at 91-1002 Apa’a Street, Honolulu, Hawai’i 96706, TMK: (1) 9-1-065:001. The awarded lessee is to provide housing and services for special needs groups. Offeror’s minimum qualifications include being a private nonprofit organization registered in the state of Hawai’i, experience in operating housing and supportive services for persons with special needs, and property management experience (if applicable). Evaluation criteria includes the ability to meet priorities established in the solicitation, economic feasibility of the proposal, anticipated accomplishments, project readiness, and experience and financial capabilities. Solicitation No. RFP-DCS-1884405, which includes proposal submission requirements, is available on the HANDS website at https://hands.ehawaii.gov/hands under “Bidding Opportunities.” Proposals must be received by the Division of Purchasing at 530 South King Street, Room 115, Honolulu, Hawai’i by August 8, 2025, 10:00AM HST, unless otherwise modified by an addendum posted on HANDS.
