Hawaii Public Housing Authority 

NOTICE IS HEREBY GIVEN that the Hawaii Public Housing Authority (HPHA), in accordance with 24 C.F.R. Part 960 and Chapter 17-2028, Hawaii Administrative Rules, will open multiple geographic waiting lists for low-income applicants for the federal public housing program on Oahu. 

The HPHA has adopted a lottery selection policy. After a geographic waiting list closes, the HPHA will place applicants on the list in a randomized order. Applications will be active for 18 months from the date of placement on a geographic waiting list and then expire. After 18 months, remaining applications will automatically be cancelled. For more information about the opening of the waiting lists, visit the HPHA’s website at www.hpha.hawaii.gov/how-to-apply. 

The HPHA will accept applications for the following geographic waiting lists from: 

8:00 a.m. on Monday, June 30, 2025, to 4:00 p.m. on Monday, July 7, 2025 

Central Oahu Elderly Waiting List. Includes the following properties: Kupuna Home O‘Waialua. The HPHA will accept applications for studio units. Applicants must be 62 years of age and/or a person with a disability to be eligible. 

Honolulu Elderly Waiting List. Includes the following properties: Punchbowl Homes, Kalanihuia, Makamae, Makua Ali‘i, Paoakalani, and Pumehana. The HPHA will accept applications for studio, one-bedroom, and two-bedroom units. Applicants must be 62 years of age and/or a person with a disability to be eligible. 

Honolulu Family Waiting List. Includes the following properties: Ka‘ahumanu Homes, Kalakaua Homes, Kalihi Valley Homes, Kamehameha Homes, Kuhio Homes, Mayor Wright Homes, Palolo Valley Homes, Pu‘ùwai Momi, Salt Lake Apartments, and Spencer House. The HPHA will accept applications for one-bedroom and two-bedroom units. 

Leeward Oahu Family Waiting List. Includes the following properties: Hale Laulima, Kau‘iokalani, Maili I & II, Nanakuli Homes, Waimaha-Sunflower, and Waipahu I & II. The HPHA will accept applications for one-bedroom, two-bedroom, and three-bedroom units. 

Local Preferences 

The HPHA has established a system of local preferences for the selection of families admitted to public housing. Preferences are only used to establish the order of applicants on the waiting list. They do not impact eligibility for applicants who are otherwise ineligible. Applicants may qualify for a preference if they meet any of the following criteria: 

Homelessness: The applicant is experiencing homelessness, participating in a federally or State-funded homeless shelter or program, and is in compliance with a social service plan. 

Victim of Domestic Violence: The applicant is a victim of domestic violence and is participating in a program with case management through a domestic violence shelter, program, or clearinghouse. 

Involuntarily Displaced: The applicant vacated or will have to vacate a dwelling where the applicant lives because of one or more of the following: o Displacement by disaster; 

o Displacement by governmental activity; or 

o Displacement by action of a housing owner for reasons beyond the applicant’s control and despite the applicant meeting all previously imposed conditions of occupancy. 

Frequently Asked Questions 

How do I submit an application? Applications can be submitted online at hpha.myhousing.com. If you have questions about the application process, you may call our offices at (808) 832-5961. Personal computers, tablets, and mobile devices with internet access may be used. However, not all operating systems may support the application website. 

Before applying, be prepared to provide the names, dates of birth, social security numbers, and monthly gross income for all persons who will be listed on the application. Any application received before or after the opening period will not be accepted. After submission, be sure to print the application receipt and write down the Application Confirmation Number. 

Can I apply for more than one geographic waiting list? NO, you may only apply for one geographic waiting list. If a family submits applications for multiple geographic waiting lists, ALL applications from that household will be canceled. 

Can my family submit more than one application? NO, any duplicate applications with the same or similar household members will be denied. The HPHA conducts multiple crosschecks to remove duplicate applications. 

Does submitting an application mean I am on the waiting list? NO, submitting an application does not mean you are on a waiting list. If more applications are recieved than slots available, the HPHA’s database software will randomly select which applicants will be placed on the waiting list. All applications not placed on the waiting list as part of the lottery will be canceled.
