- Notice is hereby given that the Federal Highway Administration (FHWA) and State of Hawaii Department of Transportation, Highways Division (HDOT) propose the subject shared use path project. This federally funded HDOT project is considered a federal action and undertaking, as defined by Section 106 of the NHPA of 1966, as amended (2006).
- The project is located in Kahuku, Hawaii on the Island of Oahu. The purpose of the project is to construct an 8 to 10-ft-wide asphalt concrete shared use path along Kamehameha Highway on the mauka side of the roadway from Pualalea Street to the northern terminus of the existing Malaekahana bike path, about 480 ft. past the Malaekahana Stream Bridge. The scope of work includes excavation and paving of the asphalt concrete path (12 in. deep), relocation of bus shelters along the pathway, eradication of existing striping, slurry seal over entire roadway, restriping and realigning of the existing travel lanes, widening limited portions of the roadway (2 ft. wide by total length of 156 ft. by 12 in. deep into ground), installation of signage, relocation and upgrading the existing guardrail and bridge rail on the mauka side at the Malaekahana Stream Bridge, and installation of additional bicycle railing beyond the bridge (footing is 6 ft. wide by 25 ft. long by 6.5 ft. deep into ground). Easements with the City and County of Honolulu at Kahuku High and Intermediate School (KHIS) and Hawaiian Electric (HE) will be negotiated to accommodate the shared use path to avoid utility pole relocations. All work will occur within the existing roadway ROW and within negotiated easements.
- The APE consists of the following:
- 1. The existing roadway ROW of Kamehameha Highway from Pualalea Street to approximately 480 ft. past the Malaekahana Stream Bridge (at the northern terminus of the existing Malaekahana bike path), between mile posts 15.387 and 16.307. It includes the length and width of the Kamehameha Highway roadway ROW that is 0.92 miles long and up to 72 ft. wide.
- 2. A 6-ft-wide by 40-ft-long area beyond the mauka side of the roadway ROW within the HE Substation (TMK 5-6-06:014), bordering KHIS property (TMK 5- 6-06:010).
- 3. A 5.5-ft-wide by 17-ft-long triangular area beyond the mauka side of the roadway ROW within KHIS property (TMK 5-6-06:010), bordering the HE Substation (TMK 5-6-06:014).
- The area of the APE is approximately 7.08 acres. All ground disturbing work will take place in previously disturbed ground.
- Pursuant to Section 106 of the NHPA, Native Hawaiian Organizations and Native Hawaiian descendants with ancestral, lineal or cultural ties to, cultural and historical property knowledge of and/or concerns for, and cultural or religious attachment to the proposed project area are requested to contact HDOT. Other individuals and organizations with demonstrated legal, economic or historic preservation interest in the undertaking are asked to contact HDOT and share information you may have on historical and cultural sites that you may have knowledge of within the proposed APE. We welcome any information within 30 days of notice.
