NOTICE OF VIRTUAL PUBLIC HEARING ON
PROPOSED HAWAII ADMINISTRATIVE RULE
TITLE 2, CHAPTER 3

Pursuant to Hawaii Revised Statutes (HRS) Chapter 91, notice is hereby given that the Office of the Lieutenant Governor will hold a statewide online public hearing to afford all interested persons an opportunity to submit data, views, or arguments, orally or in writing on the proposed adoption of Hawaii Administrative Rules (HAR) Title 2, Chapter 3, entitled “Apostilles and Certifications.” The proposed rules provide alignment with the intent of Chapter 27J, HRS (Act 133, Hawaii Session Laws 2024) and includes setting a fee for certification services to ensure that users of apostille and non-apostille certification services, rather than the general public, cover the cost of these services.
Participation in the public hearing may take place online via the internet or by telephone, or by written testimony. All interested persons are urged to participate and present relevant information and individual opinions for the Office of the Lieutenant Governor to consider.

Tuesday, June 24, 2025
2:00 p.m. – 3:00 p.m.
Online: Persons may present live video/oral testimony via internet or telephone during the online public hearing. To participate, you will need either a computer with internet access, video camera, and microphone, or a telephone. To participate, please email your request to (LTGov.contact@hawaii.gov) at least 48 hours in advance with your email, full name and telephone number. A confirmation will be sent to you with instructions and the meeting link and call-in number.
Written Testimony: Any person may file written testimony to the proposed rulemaking by email or mail to: (LTGov.contact@hawaii.gov) or ATTN: Administrative Rules, Office of the Lieutenant Governor, Hawaii State Capitol, 415 South Beretania Street 5th Floor, Honolulu, HI 96813. Written testimony will be accepted until 4:30 p.m. on Monday, June 23, 2025. All oral and written testimony is public information. Please do not include information in your testimony that you would not want disclosed to the public.
The proposed rule amendments are currently available for review online at LTgov.hawaii.gov/forms/olg-rules/ and in person between the hours of 7:45am and 4:30pm at the Office of the Lieutenant Governor: Hawaii State Capitol 415 South Beretania Street 5th Floor, Honolulu, HI 96813. A copy of the proposed rule will also be mailed to any person who requests a copy in writing for a copying fee of $0.50. Please make requests in writing via email (LTGov.contact@hawaii.gov) or mail (Office of the Lieutenant Governor: Hawaii State Capitol, 415 South Beretania Street 5th Floor, Honolulu, HI 96813) and include requestor’s name, mailing address, number of copies, and a self-addressed and stamped envelope.
