1. Resolution 25-100 – Confirming the appointment of Robert Cundiff to serve on the Liquor Commission of the City and County of Honolulu.

2. Resolution 25-101 – Confirming the appointment of Landon Kaneshiro to serve on the Police Commission of the City and County of Honolulu.

3. Bill 18 (2024), CD1 – Relating to Poundmasters. (Removing ordinances relating to poundmasters.)

4. Bill 31, CD1 – Relating to the Transit Construction Mitigation Fund. (Addressing the Transit Construction Mitigation Fund.)

5. Bill 35, CD1 – Relating to the lease and rent of City real property. (Amending Chapter 38, Revised Ordinances of Honolulu 2021, to address the lease and rental of City real property.)

6. Bill 36 – Relating to fiscal stability. (Addressing economic and revenue downturns and emergency situations.)

7. Bill 40, CD1 – Relating to fees, charges, and fines. (Addressing fees, charges, and fines.)

8. Resolution 25-128 – Authorizing the use of overt video monitoring in the City and County of Honolulu in City parks.

9. CR-156 – Recommendations on the review and evaluation of the Grants in Aid Advisory Commission pursuant to Ordinance 17-44.

10. CR-160 – Recommendations on the review and evaluation of the Commission on Economic Revitalization pursuant to Ordinance 17-44.

The items listed below have been published in anticipation of the actions to be taken by the Committee on Public Safety & Customer Services; and therefore, the City Council may or may not take action on the items or any amendments proposed thereto.

11. Bill 38and any amendments proposed thereto by the Committee on Public Safety & Customer Services – Relating to ocean safety. (Making conforming changes to the Revised Ordinances of Honolulu 2021 to reflect the transfer of the extended lifeguard services program from the Department of Emergency Services to the Department of Ocean Safety.)

12. Bill 39and any amendments proposed thereto by the Committee on Public Safety & Customer Services – Relating to affordable rental housing. (Amending provisions related to affordable rental housing.)

13. CR-161 – Recommendations on the review and evaluation of the Honolulu Fire Commission pursuant to Ordinance 17-44.

Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to:

A three-minute presentation on Public Hearing and New Business items; and
A one minute presentation on all other items.

As both English and Hawaiian are official languages of the State of Hawai’i, pursuant to Article XV, Section 4 of the Hawai’i State Constitution and Section 1-13 of the Hawai’i Revised Statutes, members of the public may testify in either language. For oral testimonies offered in ‘Olelo Hawai’i, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

Although remote oral testimony is being permitted, this is a regular meeting and not a remote meeting by interactive conference technology under HRS Section 92-3.7. Therefore, the meeting will continue notwithstanding loss of audiovisual communication with remote testifiers or loss of the public broadcast of the meeting.

Persons wishing to testify in-person in the Council Chamber are requested to register by 10 a.m. by filling out the registration form in person outside the Council Chamber. Persons who have not registered will be given an opportunity to speak following the oral testimonies of the registered speakers.
