1. Resolution 25-99 – Confirming the appointment of Linda Martell to serve on the Ethics Commission of the City and County of Honolulu.

2. Resolution 25-100 – Confirming the appointment of Robert Cundiff to serve on the Liquor Commission of the City and County of Honolulu.

3. Resolution 25-101 – Confirming the appointment of Landon Kaneshiro to serve on the Police Commission of the City and County of Honolulu.

4. Resolution 25-102 – Confirming the appointment of Crystal van Beelen to serve on the Citizens Advisory Commission on Emergency Management of the City and County of Honolulu.

5. Resolution 25-103 – Confirming the appointment of John Uno to serve on the Building Board of Appeals of the City and County of Honolulu.

6. Resolution 25-104 – Confirming the appointment of Ken Fukunaga to serve on the Ethics Commission of the City and County of Honolulu.

7. Bill 60 (2024), CD1 – Relating to sewers, drainage, and cesspools. (Amending sewer service charges and other miscellaneous amendments in Chapter 43, Revised Ordinances of Honolulu 2021, as amended.)

8. Bill 2, CD1 – Relating to funds. (Addressing certain funds.)

9. Bill 21 – Relating to the Legislative Budget for the Fiscal Year July 1, 2025 to June 30, 2026.

10. Bill 22, CD1 – Relating to the Executive Operating Budget and Program for the Fiscal Year July 1 2025 to June 30, 2026.

11. Bill 23, CD1 – Relating to the Executive Capital Budget and Program for the Fiscal Year July 1, 2025 to June 30, 2026.

12. Bill 24 – Authorizing the issuance and sale of General Obligation Bonds and Bond Anticipation Notes of the City and County of Honolulu in a maximum principal amount equal to the aggregate of the amounts appropriated in the Capital Budget Ordinance of said City and County for the Fiscal Year ending June 30, 2026, and specified in said Ordinance to be financed from the proceeds of the sale of such bonds and to be expended from the General Improvement Bond Fund, the Highway Improvement Bond Fund, the Solid Waste Improvement Bond Fund, the Housing Development Special Fund or the Taxable General Improvement Bond Fund.

13. Bill 26 – Relating to the Honolulu Authority for Rapid Transportation Operating Budget for the Fiscal Year July 1, 2025 to June 30, 2026.

14. Bill 27 – Relating to the Honolulu Authority for Rapid Transportation Capital Budget for the Fiscal Year July 1, 2025 to June 30, 2026.

15. Bill 28 – Relating to the collection and disposal of refuse. (Amending provisions related to the collection and disposal of refuse.)

16. Bill 29 – Relating to affordable housing. (Amending provisions related to affordable housing.)

17. Resolution 25-75 – Determining the real property tax rates for the City and County of Honolulu for the Fiscal Year July 1, 2025 to June 30, 2026.

The items listed below have been published in anticipation of the actions to be taken by the City Council Standing Committees; and therefore, the City Council may or may not take action on the items or any amendments proposed thereto.

18. Bill 13and any amendments proposed thereto by the Committee on Public Safety & Customer Services – Relating to real property. (Addressing private real property subject to a lease, rental agreement, or HRS Chapter 521, Relating to the Residential Landlord-Tenant Code.)

19. CR-125 – Recommendations on the review and evaluation of the O’ahu Historic Preservation Commission pursuant to Ordinance 17-44.

Pursuant to Section 92-3.7, Hawai’i Revised Statutes, this meeting will be conducted as a remote meeting by interactive conference technology, with the following procedures in effect for the meeting:

The meeting will be viewable: (1) by internet live streaming through https://www.honolulucitycouncil.org/meetings; (2) by televised live broadcast on ‘Olelo TV Channel 54; and (3) on the monitor situated outside the Council Chamber. Viewers who experience a loss of viewing signal should try switching to another viewing option.

After the meeting, the meeting will be viewable on demand at https://www.honolulucitycouncil.org/meetings. Copies of older meeting videos may be requested by calling the City Clerk’s Office at (808) 768-5822, charges may apply.

Some Councilmembers may be participating in the meeting by interactive conference technology from remote locations.

Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to:

A three-minute presentation on Public Hearing and New Business items; and
A one minute presentation on all other items.

As both English and Hawaiian are official languages of the State of Hawai’i, pursuant to Article XV, Section 4 of the Hawai’i State Constitution and Section 1-13 of the Hawai’i Revised Statutes, members of the public may testify in either language. For oral testimonies offered in ‘Olelo Hawai’i, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

Persons wishing to testify in-person in the Council Chamber are requested to register by 10 a.m. by filling out the registration form in person outside the Council Chamber. Persons who have not registered will be given an opportunity to speak following the oral testimonies of the registered speakers.
