NOTICE OF PUBLIC CONSULTATION:
SECTION 106 OF THE NATIONAL HISTORIC PRESERVATION ACT,
SAFE ROUTES TO HILO UNION SCHOOL PROJECT, PI’IHONUA, PU’U’EO, KALALAU, AND WAINAKU AHUPUA’A, SOUTH HILO DISTRICT,
ISLAND OF HAWAI’I
Notice is hereby given that the County of Hawaii Department of Public Works (DPW), in cooperation with the Federal Highway Administration (FHWA) and the State of Hawaii Department of Transportation (HDOT), seeks to utilize funding from the Safe Routes to School (SRTS) program to implement the Safe Route to Hilo Union School project. The use of federal funds makes the Safe Route to Hilo Union School project subject to review under Section 106 of the National Historic Preservation Act (NHPA).
The proposed undertaking involves the construction of new sidewalks, curb ramps, and drywells, as well as roadway resurfacing and shoulder widening along Kaiulani Street, Wailuku Drive, and Wainaku Street between Hilo Union School and Kaiwiki Road. These improvements are intended to: (1) enable and encourage children, including those with disabilities, to walk to school; (2) make walking to school a safer and more appealing transportation alternative, thereby encouraging a healthy and active lifestyle from an early age; and (3) facilitate the planning, development, and implementation of projects and activities that will improve safety and reduce traffic, fuel consumption, and air pollution in the vicinity of schools.
Pursuant to Section 106 of the NHPA, the agencies involved seek public consultation with respect to the identification and protection of any potential historic properties.
