Bill 10 (Draft 2): Amends Chapter 22, Article 3, Division 2, Section 22-3.3.2, of the Hawai’i County Code 1983 (2016 Edition, as Amended), Relating to Allowable Areas for Special Activity Permits. Allows for authorized commercial activities to be conducted at the following area in Kona: “Ane Keohokalole Highway, makai side, between the West Hawai’i Civic Center and the ‘Allied Quarry’ access road.” Ayes: Council Members Galimba, Hustace, Kagiwada, Kierkiewicz, Kimball, Onishi, Villegas, and Chair Inaba – 8; Noes: None; Absent: Council Member Kaneali’i-Kleinfelder – 1; Excused: None.

Bill 27: Amends Chapter 2, Article 45, Section 2-235, of the Hawai’i County Code 1983 (2016 Edition, as Amended), Relating to the General Excise and Use Tax Surcharge. Adds County-appropriated housing infrastructure costs and the definition of “Housing infrastructure costs” to use of funds to codify the Session Laws of Hawai’i 2024, Act 30, which took effect on July 1, 2024. Ayes: Council Members Galimba, Hustace, Kagiwada, Kierkiewicz, Kimball, Onishi, Villegas, and Chair Inaba – 8; Noes: None; Absent: Council Member Kaneali’i-Kleinfelder – 1; Excused: None.

Bill 33: Amends Ordinance No. 24-32, as Amended, the Operating Budget for the County of Hawai’i for the Fiscal Year Ending June 30, 2025. Decreases revenues in the Transfer to Housing Fund account (-$451,221) and reduces the Housing Production account by the same amount to return funds that could not be applied towards the cost of building materials for two self-help affordable housing projects, due to those building projects being completed after the July 18, 2024, deadline. Ayes: Council Members Galimba, Hustace, Kagiwada, Kierkiewicz, Kimball, Onishi, Villegas, and Chair Inaba – 8; Noes: None; Absent: Council Member Kaneali’i-Kleinfelder – 1; Excused: None.
