Notice is hereby given that the Federal Highway Administration (FHWA) and the State of Hawaii Department of Transportation (HDOT) propose to make pavement and safety improvements to Old Waialae Road, from Kapiolani Boulevard to King Street. This federally funded HDOT project is considered a federal action and undertaking, as defined by Section 106 of the NHPA of 1966, as amended (2006). The proposed undertaking is located in Honolulu on the island of Oahu, Hawaii, on State-owned land. The proposed work includes resurfacing and full depth reconstruction in some areas, replacing bridge railings, cleaning and sealing existing joints, upgrading existing Americans with Disabilities Act access routes and noncompliant existing guardrail, striping and signage, and cleaning existing culverts and cross drains. The Contractor will stage their equipment in a paved area within State-owned ROW and will use appropriate Best Management Practices. Work will occur during the weekday daytime hours; weekend work would be allowed, if necessary. The Area of Potential Effect (APE) is within the existing road ROW of Old Waialae Road from Kapiolani Boulevard to King Street, between mile posts 0.00 and 0.41, H-1 King Street off ramp, H-1 outbound on ramp, and includes a portion of Kapahulu Avenue from Kapiolani Boulevard to the Harding Avenue intersection beneath Interstate Route H-1. The area of the APE is approximately 6 acres, measuring 1.8 miles long and up to 95 feet wide and extends approximately 12 inches below the surface. Construction staging and stock piling is anticipated to be located in an existing paved area within the State-owned ROW beneath Interstate Route H-1 adjacent to the Harding Avenue and Kapahulu Avenue intersection. Pursuant to Section 106 of the NHPA, Native Hawaiian Organizations and Native Hawaiian descendants with ancestral, lineal or cultural ties to, cultural and historical property knowledge of and/or concerns for, and cultural or religious attachment to the proposed project area are requested to contact HDOT. Other individuals and organizations with demonstrated legal, economic or historic preservation interest in the undertaking are asked to contact HDOT and share information you may have on historical and cultural sites that you may have knowledge of within the proposed Area of Potential Effect.
