The U. S. Department of Housing and Urban Development (HUD) requires state and local governments to submit a five-year Consolidated Plan and an annual Action Plan to receive funds from the CDBG, HOME, ESG, HOPWA, and HTF Programs. The City’s Draft Consolidated Plan was developed as a collaborative process. It establishes goals, priorities, strategies, and programs to address the needs of the community and identifies how HUD funds included in the Consolidated Plan will be spent during FY 2026-2030.

Interested parties are invited to review the City’s Draft Consolidated Plan for FY 2026-2030 and 31st Year Action Plan, and submit comments by March 31, 2025 via email to bfscdbgmail@honolulu.gov or mail to: Federal Grants Unit, City and County of Honolulu, 925 Dillingham Blvd, Room 240, Honolulu, Hawaii 96817.

Once approved by the City Council, the Consolidated Plan for FY 2026-2030 and 31st Year Action Plan will be made available to the public, then submitted to HUD for approval.
