NOTICE IS HEREBY GIVEN of a public hearing to be held by the Planning Commission of the City and County of Honolulu:

DATE: Wednesday, March 5, 2025
TIME: 1:30 p.m.
The meeting of the Honolulu Planning Commission will be conducted as follows:
Remotely by interactive conference technology and in-person meetings, with Planning Commissioners, Planning Department staff, parties to agenda items and resource individuals may appear via WebEx remote technology (details below)
A recording of the meeting will also be posted at a later date
If any major and insurmountable technical difficulties are encountered during the meeting, the Planning Commission will automatically recess for up to thirty (30) minutes to restore communication. The meeting will reconvene when either audiovisual or audio-only communication is established with the same WebEx link below. If it is not possible to reconvene the meeting as provided within thirty (30) minutes after an interruption to communication, the Planning Commission will continue all matters and reconvene at the next scheduled Planning Commission meeting

A REQUEST FOR AMENDMENT TO CHAPTER 21, REVISED ORDINANCES OF HONOLULU (“ROH”) 2021 (THE LAND USE ORDINANCE [“LUO”]), RELATING TO ADMINISTRATIVE ENFORCEMENT
The City Council initiated a proposal to amend the LUO, Relating to Administrative Enforcement.
Resolution No. 24-141, Relating to Administrative, Enforcement, amends the LUO by clarifying the administrative enforcement procedures found in ROH §21- 2.150-2 (Administrative Enforcement).
The Resolution specifies that the physical posting of a copy of the enforcement notice is effective service upon all violations named in the enforcement notice. This change is designed to provide the DPP with more methods to serve a Notice of Violation (“NOV”) or Notice of Order (“NOO”) in order to address instances where a violator has evaded enforcement by deliberately avoiding or refusing to accept service of an NOV or NOO. This change will facilitate and improve the effectiveness and efficiency of the DPP’s enforcement efforts.
The Department of Planning and Permitting (“DPP”) supports the intent of the Resolution and recommends additional edits for clarity.

Oral testimony via phone or Webex: To provide oral testimony during the online meeting via phone or Webex, we suggest you register in advance by 4:30 p.m. on Tuesday, March 4, 2025, by emailing your name, phone number, and include in the subject line “register to testify” to dpp@honolulu.gov
Public testimony is to be taken at the hearing. Written testimony may be submitted by one of the following options: 1) Email: dpp@honolulu.gov; 2) Fax: (808) 768-6743; or 3) Mail: Planning Commission, 650 South King Street, 7th Floor, Honolulu, Hawaii 96813, at least two (2) business days before the date of the public hearing to ensure distribution and thorough review by the Commission. Testimony submitted after such date and time will still be accepted by the Commission. Attendance at the public hearing is not necessary to submit written testimony. Persons wishing to present oral testimony, please register on-site on the day and time of the hearing. Ten (10) copies are requested, if submitting written testimony on-site on the day of the hearing.
