REQUEST FOR PUBLIC COMMENTS
ON DRAFT AIR PERMIT
REGULATING THE EMISSIONS OF AIR POLLUTANTS

(Docket No. 25-CA-PA-01)

Pursuant to Hawaii Revised Statutes (HRS), Chapter 342B-13 and Hawaii Administrative Rules (HAR), Chapter 11-60.1, the Department of Health, State of Hawaii (DOH), is requesting public comments on the following DRAFT PERMIT presently under review for:

Temporary Covered Source Permit (CSP) No. 0903-01-CT
Application No. 0903-01 for Initial Permit
Road & Highway Builders, LLC
454 TPH Portable Drum Mix Asphalt Plant and 59 TPH RAP Plant
Located At: Various Temporary Sites, State of Hawaii
Initial Location: Lihue Airport, Lihue, Island of Kauai
UTM: Zone 4; 463,707 m E, 2,429,985 m N (NAD-83)

The DRAFT PERMIT is described as follows:

Temporary CSP No. 0903-01-CT will grant conditional approval to Road & Highway Builders, LLC to operate a 454 ton per hour (TPH) Drum Mix Asphalt Plant powered by a 1,502 horsepower (hp) CAT diesel engine generator (DEG) and a 59 TPH recycled asphalt pavement (RAP) crusher powered by a 292 hp CAT DEG. The 454 TPH CMI continuous flow drum mixer and 1,502 hp CAT DEG will be limited to 1,600 operating hours in any rolling twelve (12) month period. The drum mixer/dryer will either fire ultra-low sulfur diesel (ULSD) with a sulfur content no greater than 0.0015% by weight, or specification used oil, which will comply with Environmental Protection Agency (EPA) and DOH specifications. The DEGs will fire ULSD with a sulfur content no greater than 0.0015% by weight. The drum mixer/dryer is equipped with a high efficiency baghouse to control particulate matter and water sprays will be used as necessary on aggregate, RAP processing and handling operations to control fugitive dust. The Drum Mix Asphalt Plant is subject to 40 Code of Federal Regulations (CFR) Part 60, Subpart I – Standards of Performance for Hot Mix Asphalt Facilities, and the 1,502 hp and 292 hp CAT DEGs are subject to 40 CFR Part 60, Subpart IIII – Standards of Performance for Stationary Compression Ignition Internal Combustion Engines and 40 CFR Part 63, Subpart ZZZZ – National Emissions Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines.

non-confidential supporting material from the applicant, the permit review summary, and the

All comments on the draft permit and any request for a public hearing must be in writing, addressed to the Clean Air Branch at the above address and must be postmarked or received by March 11, 2025.

Any person may request a public hearing by submitting a written request that explains the party’s interest and the reasons why a hearing is warranted. The DOH may hold a public hearing if a hearing would aid in DOH’s decision. If a public hearing is warranted, a public notice for the hearing will be published at least thirty (30) days in advance of the hearing.

Comments on the draft permit should address, but need not be limited to, the permit conditions and the facility’s compliance with federal and state air pollution laws, including: (1) the National and State Ambient Air Quality Standards; and (2) HRS, Chapter 342B and HAR, Chapter 11-60.1.

DOH will make a final decision on the permit after considering all comments and will send notice of the final decision to each person who has submitted comments or requested such notice.
