5-YEAR PLAN, ANNUAL PHA PLAN and
ADMINISTRATIVE PLAN for FISCAL YEAR 2025
HOUSING CHOICE VOUCHER PROGRAM
Notice is hereby given that the Office of Housing and Community Development, Existing Housing Division pursuant to 42 USC § 1437c-1(i)(5) through 24 CFR § 903.23(e) will hold a public hearing on the County’s proposed Public Housing Agency (PHA) 5-Year PHA plan, the Annual Plan, and the Administrative Plan for the fiscal year beginning July 1, 2025. The public hearing will be held on:

This public hearing will be conducted for the purpose of providing citizens with information on the status of the mission, goals and objectives of the 5-Year PHA Plan which outlines the long-term mission, goals, and strategies that the PHA intends to pursue over a five-year period. The PHA Annual Plan which offers a detailed overview of the agency’s immediate operations, programs, services, and strategies for handling operational and participant concerns in the upcoming fiscal year and the Administrative Plan which details the procedures and policies guiding the agency’s operations to ensure effective service, including the management of housing assistance programs and the allocation of resources.
All interested are encouraged to attend and share their views on the proposed plans. Written testimonies submitted prior to the hearing are welcome and appreciated. The OHCD will take into consideration any comments and views expressed by citizens regarding the 5-Year PHA Plan, the PHA Annual Plan, and the Administrative Plan, and may make modifications as deemed appropriate.
Public Comment Period
The proposed PHA 5-Year Plan, the Annual Plan and the Administrative Plan will be available for public review and comment from February 6, 2025 through March 24, 2025, at the Office of Housing and Community Development, Monday through Friday, 7:45 a.m. to 4:30 p.m. except holidays. The OHCD office locations are:

The proposed 5-Year PHA Plan, the Annual Plan and Administrative Plan will also be available online at: www.hawaiicounty.gov/eh
Citizens who wish to comment on the proposed plans may submit their comments in writing or by email (sec8info@hawaiicounty.gov) to the OHCD by 4PM, March 24, 2025, in order for them to be considered. Citizens may also testify at the hearing on the date above.
Accommodations for persons with special needs and interpreters for non-English speaking citizens will be available at all public hearings and sessions upon written request 10 business days prior to the meeting date.
