NOTICE OF PUBLIC HEARING ON THE PROPOSED RULES AND REGULATIONS GOVERNING THE OPERATION OF CONCESSIONAIRES AT THE SPOUTING HORN PARK
Pursuant to Section 91-3, Hawai’i Revised Statutes, notice is hereby given that the Department of Parks and Recreation of the County of Kaua’i will hold a public hearing on March 6, 2025, at 9:30 a.m., or soon thereafter, at the Lihu’e Civic Center, Mo’ikeha Building, Meeting Room 2A/2B, 4444 Rice Street, Lihu’e, Kaua’i, Hawai’i on the proposed Rules and Regulations Governing the Operation of Concessionaires at the Spouting Horn Park.
The Department of Parks and Recreation proposes to adopt Rules and Regulations Governing the Operation of Concessionaires at the Spouting Horn Park to: 1) establish uniform rules and regulations for the operation of Concessionaires at the Spouting Horn Park; and 2) establish uniform processes to acquire a Contract to operate a Concession at the Spouting Horn Park.
The Department of Parks and Recreation finds that the proposed rules will only regulate the process to acquire a Concessionaire contract at the Spouting Horn Park, and the operations of those bidders who are awarded contracts. Thus, the Department of Parks and Recreation concludes that the proposed rules will not implicate or impact any Native Hawaiian traditional or customary right or practice.
All interested persons who wish to present their testimony may do so at the public hearing. Written testimony prior to the hearing would be appreciated. Written testimony may be submitted to the Department of Parks and Recreation by mail, facsimile, or via e-mail to dagaran@kauai.gov. Copies of the proposed rules are available at the Department of Parks and Recreation in the Lihu’e Civic Center, Mo’ikeha Building, 4444 Rice Street, Suite 105, Lihu’e, Kaua’i, Hawai’i, during normal business hours, or on the Department of Parks and Recreation’s website at www.kauai.gov/parks.
A copy of the proposed rules will be mailed to any interested person who calls the Department of Parks and Recreation at (808) 241-4460 or mails a request to the Department of Parks and Recreation at 4444 Rice Street, Suite 105, Lihu’e, HI 96766, giving his or her name and address.
