NOTICE OF PUBLIC HEARING
DEPARTMENT OF TRANSPORTATION SERVICES
CITY AND COUNTY OF HONOLULU
STATE OF HAWAII

Pursuant to Chapter 91, Hawaii Revised Statues (HRS), the City and County of Honolulu, Department of Transportation Services will hold a public hearing to receive testimony on the proposed repeal of the following rules that are either null and void or unnecessary due to changes to the Revised Ordinances of Honolulu that initially prescribed these rules, which have been recodified as the Revised Ordinances of Honolulu 2021 (ROH):

1. RULES AND REGULATIONS RELATING TO ADMINISTRATIVE PROCEDURES FOR THE DEPARTMENT OF TRANSPORTATION SERVICES, CITY AND COUNTY OF HONOLULU CHAPTER 00 BUS PASS SUBSIDY PROGRAM
2. TITLE 23 DEPARTMENT OF TRANSPORTATION SERVICES CITY AND COUNTY OF HONOLULU STATE OF HAWAII CHAPTER 3 BUS ADVERTISING ON CITY TRANSPORTATION VEHICLES (TheBus)
3. TITLE 23 DEPARTMENT OF TRANSPORTATION SERVICES CITY AND COUNTY OF HONOLULU STATE OF HAWAII CHAPTER 4 TRANSFERS ON THEBUS.

The first proposal repeals in its entirety, the rules for the Bus Pass Subsidy Program (BPSP) established in November 2004 in accordance with ROH § 13-2.10 and replaced by current ROH § 15B-2.10 in December 2022. Effective in January 2023, the application process for the Low Income Reduced Fare Program was transferred to the City’s Department of Community Services and the BPSP voucher system was replaced by the Low Income Reduced Fare HOLO Card in accordance with ROH § 15B-2.10.

The second proposal repeals in its entirety, the rules for Bus Advertising on City Transportation Vehicles (TheBus) established in October 2015 in accordance with ROH § 13-6.4 and replaced in June 2023 with the current ROH § 15B-15.1 Advertising on the Multimodal Municipal Transportation System.

The third proposal repeals in its entirety, the rules for the use of Transfers on TheBus that pertained to paper transfers. Effective on October 1, 2017, paper transfers were eliminated and replaced by the HOLO Card that allows free transfers in accordance with ROH § 15B-2.1 Fare Structure.

All interested persons are invited to express their views on this matter. Persons wishing to speak at the public hearing must sign up on the day of the hearing and presentations will be limited to three minutes. Also, two written copies of the statement presented will be required for the record.
