NOTICE OF PUBLIC HEARING
Pursuant to Chapter 91, Hawaii Revised Statutes (HRS), notice is hereby given that the State of Hawaii Department of Business, Economic Development and Tourism; Hawaii Housing Finance and Development Corporation (HHFDC), will hold a virtual public hearing on October 30, 2024, at 11:00 a.m. on the proposed simultaneous repeal and adoption of Hawaii Administrative Rules (HAR) relating to the Hula Mae Single Family Program and the Downpayment Loan Program:
Repeal: Chapter 15-161, Hula Mae Single Family Program, HAR
Adopt: Chapter 15-314, Hula Mae Home Mortgage Loan Program, HAR
Repeal: Chapter 15-169 Downpayment Loan Program, HAR
Adopt: Chapter 15-317 Downpayment Loan Assistance Program, HAR

The new Chapter 15-314 will implement the provisions of subpart B of part III, Chapter 201H, HRS, by establishing a housing loan and mortgage program to provide mortgage loans to eligible borrowers at affordable interest rates.
The new Chapter 15-317 will implement the provisions of subpart F of part III, Chapter 201H, HRS, by establishing a downpayment loan assistance program to provide eligible borrowers with downpayment loans to facilitate greater homeownership opportunities for Hawaii residents.
Both new chapters will replace rules adopted by an HHFDC predecessor entity that has been repealed.
