NOTICE IS HEREBY GIVEN of the following matters to be considered by the Windward Planning Commission of the County of Hawaii in accordance with the provisions of Chapters 91 and 92, Hawaii Revised Statutes, Section 6-7.5(a) of the Charter of the County of Hawaii and Planning Commission Rules of Practice and Procedure.

Public Participation: This is an in-person meeting, and the Windward Planning Commissioners will participate in person. The primary way to view or testify at this meeting is in-person; however, as a courtesy to the public, the Commission provides the following additional ways to view or testify remotely at this meeting.

Submitting Written Testimony: To ensure timely delivery to Commissioners prior to the meeting, written testimony must be submitted no later than 4:30 p.m. on Monday September 30 2024, by: (1) email to WPCtestimony@hawaiicounty.gov; (2) mail to the Windward Planning Commission at 101 Pauahi Street, Suite 3, Hilo, Hawaii or (3) drop-off at the Planning Department offices in Hilo at the address above or Kona at 74-5044 Ane Keohokalole Highway, Building E, 2nd Floor, Kailua-Kona, Hawaii. All written testimony, regardless of time of receipt, will be made part of the permanent record. Please submit separate testimony for each item.

ADMINISTRATIVE MATTERS: 9:00 a.m.
Coastal Zone Management (CZM) and Special Management Area (SMA) training by the State Office of Planning and Sustainable Development (OPSD) and Planning Department staff.
NEW BUSINESS: 11:00 a.m.
1. APPLICANT: KAIMU COVE, LLC (PL-SMA-2024-000063)
Application for a Special Management Area Use Permit to create a 5-lot subdivision for future residential development and related improvements all within a 3.677-acre parcel in the Special Management Area. The subject property is located on the makai side of Kalapana-Kapoho Road, approximately 2,450 feet from its intersection with Pahoa-Kalapana Road, Kaimu-Makena Homesteads, Kaimu, Puna, Hawaii, TMK: (3) 1-2-018:001.
2. APPLICANTS: MAUI VARIETIES INVESTMENT, INC. (FORMERLY
JERRY SOUZA) (PL-REZ-2024-000059/AMEND REZ-13-000171)
Application for a 10-year time extension to Condition C (establishment of a commercial use) and an amendment to condition H (road improvements) to require completion prior to occupancy rather than within 5 years from the effective date of Change of Zone Ordinance No. 14 54, which rezoned approximately 1.0 acre of land from Agricultural-1 acre (A-1a) to Village Commercial-20,000 square feet (CV-20). The subject property is located at 15-1447 Kahakai Boulevard, at its intersection with Keaau-Pahoa Road, Keonepoko Homestead Lots, Puna, Hawaii, TMK: (3) 1-5-007:061.
3. APPLICANT: ANDREW MATSUURA (PL-REZ-2024-000063)
Application for a Change of Zone from an Agricultural-3 acre (A-3a) zoning district to a Single Family Residential-15,000 square feet (RS-15) zoning district for 3.25 acres of land. The subject property is located at 1078 Ahe Street, approximately 100 feet east of its intersection with Lei Lehua Street, Waiakea Homesteads, Waiakea, South Hilo, Hawaii, TMK: (3) 2-4- 080:017.
PLANNING DIRECTOR’S REPORT
Report on Special Management Area (SMA) determinations and minor permits issued by the Planning Director for September 2024.

The Commissioners will comment on matters not on the current agenda, for consideration for the Commission’s next meeting.
ANNOUNCEMENTS
The Windward Planning Commission’s next regular meeting is scheduled for Friday, November 1, 2024 at the County Council Chambers in Hilo and the public can also testify via Zoom. The date and venue of the meeting are subject to change.
