PUBLIC NOTICE

The Hawaii Department of Health (DOH) is soliciting public comment on a draft 5-year Remedial Action Plan (RAP) permit renewal for the Department of the Navy’s (Navy’s) Waipio Peninsula Annex, Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii, to treat remediation waste munitions recovered from dredging and construction-related activities at JBPHH. The RAP permit would allow the Navy to continue to treat munitions by controlled intentional detonations.

The site is located within a secured area. The Navy will conduct the detonations and follow a Work Plan, Health & Safety Plan, and Department of Defense Explosives Safety Board-approved Explosives Safety Submission. Each detonation shot shall use no more than 16 pounds net explosives weight, unless approved by the DOH. In situations where detonation shots require greater than 16 pounds net explosive weight, the permittee shall obtain the DOH approval prior to the detonation event. The annual quantity of remediation waste munitions treated shall not exceed 5,760 pounds net explosive weight for each 365-day period beginning for the effective date of this permit. Detonations will be conducted in trench excavations and covered with sandbags and soil to mitigate fragmentation hazards, over-pressurization, and noise.

All comments to the draft RAP must be sent or delivered in writing to Mr. Paul Kalaiwaa at the DOH address or at paul.kalaiwaa@doh.hawaii.gov within 45 days of the date of this notice. For more information, call 808-586-4226.

An extension to the 45-day comment period may be granted if the extension request adequately explains why more time is required. If the DOH receives written notice of opposition to the draft RAP permit and requests a public hearing within the above comment period, a hearing may be scheduled. Notice of the public hearing will be provided at least 30 days before the scheduled hearing date.

The DOH will address all comments and make a final decision after considering all comments. Notice of the final decision will be sent to each person who has provided comments or requested notice.
