1. Resolution 24-193 – Confirming the appointment of Edmund K.B. Hyun to serve on the Liquor Commission of the City and County of Honolulu.

2. Resolution 24-194 – Confirming the appointment of Dr. Leanne Kealoha Fox to serve on the Climate Change Commission of the City and County of Honolulu.

3. Resolution 24-195 – Confirming the appointment of Kristina Bushnell to serve on the O’ahu Historic Preservation Commission of the City and County of Honolulu.

4. Resolution 24-196 – Confirming the appointment of Malia Haumschild to serve on the Grants in Aid Advisory Commission of the City and County of Honolulu.

5. Bill 39 – Relating to building permits. (Removing affidavit requirements for building permit applications.)

The items listed below have been published in anticipation of the actions to be taken by the City Council Standing Committees; and therefore, the City Council may or may not take action on the items or any amendments proposed thereto.

6. Bill 36and any amendments proposed thereto by the Committee on Planning and the Economy – Authorizing the issuance and sale and specifying certain terms of wastewater system revenue commercial paper of the City and County of Honolulu in an aggregate outstanding principal amount not to exceed four hundred million dollars ($400,000,000.00) outstanding at any one time, for the purpose of refunding all or a part of any outstanding wastewater system revenue indebtedness of the City and County or paying the cost of any equipment or other improvement authorized pursuant to any capital budget ordinance relating to the wastewater system of the City and County; authorizing the Director of Budget and Fiscal Services to determine certain terms of such commercial paper; providing for the retirement of any indebtedness to be refunded; and providing for other actions related to the issuance, sale and delivery of such commercial paper. (Authorizing the City and County of Honolulu to issue wastewater system revenue commercial paper in order to facilitate the use of such debt.)

7. Bill 37and any amendments proposed thereto by the Committee on Public Safety – Relating to overt video monitoring. (Addressing overt video monitoring of public activity in the City and County of Honolulu.)

Pursuant to Section 92-3.7, Hawai’i Revised Statutes, this meeting will be conducted as a remote meeting by interactive conference technology, with the following procedures in effect for the meeting:

The meeting will be viewable: (1) by internet live streaming through https://www.honolulucitycouncil.org/meetings; (2) by televised live broadcast on ‘Olelo TV Channel 54; and (3) on the monitor situated outside the Council Chamber. Viewers who experience a loss of viewing signal should try switching to another viewing option.

After the meeting, the meeting will be viewable on demand at https://www.honolulucitycouncil.org/meetings. Copies of older meeting videos may be requested by calling the City Clerk’s Office at (808) 768-5822, charges may apply.

Some Councilmembers may be participating in the meeting by interactive conference technology from remote locations.

Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to:

A three-minute presentation on Public Hearing and New Business items; and
A one minute presentation on all other items.
