1. Resolution 24-157 – Confirming the appointment of J Pedro to serve on the Board of Parks and Recreation of the City and County of Honolulu.

2. Resolution 24-158 – Confirming the reappointment of Marc Dexter to serve on the Citizens Advisory Commission on Emergency Management of the City and County of Honolulu.

3. Resolution 24-159 – Confirming the appointment of Gerard Gibson to serve on the Fire Commission of the City and County of Honolulu.

4. Resolution 24-169 – Confirming the appointment of Dr. Kirsten L.L. Oleson to serve on the Climate Change Commission of the City and County of Honolulu.

5. Resolution 24-170 – Confirming the appointment of Jason Woo to serve on the Planning Commission of the City and County of Honolulu.

6. Resolution 24-171 – Confirming the appointment of Jeffrey Portnoy to serve on the Civil Service Commission of the City and County of Honolulu.

7. Resolution 24-172 – Confirming the appointment of Victoria M.H. Takamine to serve on the Commission on Culture and the Arts of the City and County of Honolulu.

8. Resolution 24-173 – Confirming the appointment of Elizabeth Soto to serve on the Commission on Culture and the Arts of the City and County of Honolulu.

9. Resolution 24-174 – Confirming the appointment of Taylour Chang to serve on the Commission on Culture and the Arts of the City and County of Honolulu.

10. Resolution 24-175 – Confirming the appointment of Joshua Tengan to serve on the Commission on Culture and the Arts of the City and County of Honolulu.

11. Bill 19, FD1, CD1 – Relating to housing. (Addressing housing in the City, including establishing a resident preference in the City’s housing programs.)

12. Bill 26 – Relating to Honor Our Kupuna Month. (Designating the month of May as “Honor Our Kupuna Month” to recognize and honor the great wisdom, generational knowledge, and substantial contributions of the beloved kupuna of O’ahu.)

13. Bill 31, CD1 – Relating to pre-construction financing for affordable rental housing. (Addressing affordable rental housing in the City and County of Honolulu.)

14. Bill 33, CD1 – Relating to Chapter 1, Revised Ordinances of Honolulu 2021, as amended. (Amending Chapter 1, Revised Ordinances of Honolulu 2021 to repeal or amend certain obsolete or unnecessary provisions.)

Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to:

A three-minute presentation on Public Hearing and New Business items; and
A one minute presentation on all other items.

Although remote oral testimony is being permitted, this is a regular meeting and not a remote meeting by interactive conference technology under HRS Section 92-3.7. Therefore, the meeting will continue notwithstanding loss of audiovisual communication with remote testifiers or loss of the public broadcast of the meeting.

Persons wishing to testify in-person in the Council Chamber are requested to register by 10 a.m. by filling out the registration form in person outside the Council Chamber. Persons who have not registered will be given an opportunity to speak following the oral testimonies of the registered speakers.
