NOTICE OF CONSULTATION
SECTION 106 OF THE NATIONAL HISTORIC PRESERVATION ACT OF 1966

Notice is hereby given that the Federal Highway Administration (FHWA) and the State of Hawaii, Department of Transportation (HDOT) propose to resurface and reconstruct Volcano Road from Oshiro Road to Ali’i Koa Street, Route 11, Milepost 16.53 to Milepost 23.53. HDOT proposes to improve the roadway surface and prevent the roadway from further deterioration and damage from traffic, weather and other factors that may affect the performance of the roadway. Scope of work includes but is not limited to: milling off 2-inch of existing payment and overlaying with 2-inch of new hot mix asphalt pavement, reconstructing weakened pavement areas extending 24 inches below the surface, installing pavement markings and signage, installing enhanced vehicle classification counting system, installing traffic loops at signalized intersections, striping for bike lanes, and adjusting utility covers and survey monuments. During construction, Volcano Road will remain open to public traffic; however, daily weekday lane closures are anticipated with one lane in each direction remaining open. Night work is also anticipated to reduce traffic impacts. Construction duration is anticipated to be 12 months after the start of construction.
Pursuant to Section 106 of the National Historic Preservation Act, Native Hawaiian organizations and Native Hawaiian descendants with ancestral, lineal, or cultural ties to, cultural and historical property knowledge of, and/or concerns for, and cultural or religious attachment to the proposed project area are requested to contact HDOT. Other individuals and organizations with demonstrated legal, economic or historic preservation interest in the undertaking are asked to contact HDOT and share information you may have on historical and cultural sites that you may have knowledge of within the proposed APE. We welcome any information within 30 days of notice.
