EMERGENCY SOLUTIONS GRANT (ESG) PROGRAM

On July 14, 2023, the City and County of Honolulu (City) published a Public Notice in the Honolulu Star-Advertiser proposing to revise ESG funds to Fiscal Year 2023 project locations. The City is issuing a revision to the Public Notices to reprogram ESG Fiscal Year 2023 funds to projects that could utilize the funds immediately, in order to achieve ESG program goals more efficiently and expediently.

FISCAL YEAR 2023 – 28th Year Action Plan

AWARD REDUCTION OF $156,279.62
Achieve Zero – Street Outreach for Central O’ahu and North Shore
Project Description: Grant funds for a street outreach program to unsheltered individuals and families. This is a new project. City General Funds will be utilized to provide street outreach activities, eligible under 24 CFR § 576.101. The City recognizes that City General funded Street Outreach projects must meet all requirements that apply to ESG funds.

IHS, The Institute for Human Services – Hale Mauliola Emergency Shelter
Project Description: DCS will fund the operating and essential services costs of an emergency shelter for homeless individuals, families, victims of domestic violence, or youth, which includes equipment and supplies necessary for operations. This project is a noncash contribution and will be used to fulfill the ESG Matching requirement under 24 CFR § 576.201.
