NOTICE OF FUNDING AVAILABILITY
HOME INVESTMENT PARTNERSHIPS PROGRAM (HOME)
COMMUNITY HOUSING DEVELOPMENT ORGANIZATIONS (CHDO)

The City and County of Honolulu’s Department of Community Services, through the Department of Budget and Fiscal Services Purchasing Division, is soliciting applications for federal funding from the City’s HOME Program for Fiscal Year 2019 to 2025. The City anticipates that it will award up to approximately $2,278,127 in HOME funds, subject to funding availability, to CHDOs in Fiscal Year 2026, from previous funds and a new allotment of funds for FY 2026. The City is seeking projects that will enable it to achieve the goals and objectives published in its Amended Consolidated Plan for Fiscal Years 2021-2025. It is estimated that approximately $2,278,127 will be available to award to CHDOs under this NOFA that would assist the City in achieving the goals and objectives published in its Action Plan:

Fiscal Year 2019 (July 1, 2018 to June 30, 2019) – approximately $472,000;

Fiscal Year 2022 (July 1, 2021 to June 30, 2022) – approximately $460,239;

Fiscal Year 2024 (July 1, 2023 to June 30, 2024) – approximately $485,888;

Fiscal Year 2025 (July 1, 2024 to June 30, 2025) – approximately $430,000 to 475,000; and

Fiscal Year 2026 (July 1, 2025 to June 30, 2026) – approximately $430,000 to $475,000.

Solicitations will only be accepted from private nonprofit agencies that have been officially certified by the City as a CHDO for FY 2026 (July 1, 2025 to June 30, 2026); or have a pending application to become a CHDO by the submission deadline of this Notice of Funding Availability (NOFA).

HOME-CHDO applications must be submitted to the Department of Budget and Fiscal Services Purchasing Division at Honolulu Hale, 530 South King Street, Room 115, Honolulu, Hawai?i 96813 by the date and time stated in the NOFA packet, as amended.
