Notice is hereby given that the County of Hawai’i, in conjunction with the Federal Highway Administration (FHWA) and the State of Hawai’i Department of Transportation (HDOT), propose a project to complete shoulder and drainage improvements along portions of both Kahakai Boulevard and Punawai Street on the island of Hawai’i. This federally funded State project is considered a federal action and undertaking, as defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006).

The undertaking will consist of grading, the installation of asphalt paving, and the installation of drywells. The project area will be excavated to a depth of approximately 8 inches, with drywell locations excavated to a depth of approximately 20 feet. New asphalt paving will be installed to widen the shoulder, extending the asphalt paving from 0 feet to 8 feet along Punawai Street and 2 feet to 13 feet along Kahakai Blvd. New asphalt paving for the full roadway reconstruction on the portion of Punawai Street between Nahawele Street and Kahakai Boulevard will widen the area of asphalt paving from the current 16 feet to 32 feet. Drywells with subsections within private property will be either relocated within County right-of-way (ROW) or removed entirely. Staging of equipment and material will only occur in paved, previously disturbed areas within the County ROW.
The proposed Area of Potential Effects (APE) includes Kahakai Boulevard and extends approximately 18,125 feet northeast from the intersection of Kahakai Boulevard and Punawai Street to Papio Street and 32 feet from the edge of the existing pavement on the south side of the roadway. The project area on Punawai Street extends approximately 2,600 feet southwest from the intersection of Kahakai Boulevard and Punawai Street and 16 feet from the edge of the existing pavement on the north side of the roadway. Approximately 150 feet of roadway on a portion of Punawai Street between Nahawele Street and Kahakai Boulevard will undergo a full roadway reconstruction – a total width of approximately 36 feet. Construction activities will extend the project area into private property at limited points along the roadways. On Punawai Street, the limits of grading will extend from the edge of the existing pavement to a maximum of approximately 16 feet along the roadway. On Kahakai Boulevard, the limits of grading will extend from the edge of the existing pavement to a maximum of approximately 32 feet along the roadway. The ground in this area has been previously disturbed during construction of both roadways.
