NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the Department of Enterprise Services of the City and County of Honolulu, pursuant to the provisions of Chapter 91, Hawaii Revised Statutes, as amended, will hold a public hearing to consider the adoption of new rules of the Department of Enterprise Services of the City and County of Honolulu.
The Department of Enterprise Services proposes to adopt Title 12 Department of Enterprise Services, Subtitle 4 Concessions, Chapter 1 Award of Revocable Permits for Nonprofit Beachboy Concession (“proposed rules”). The proposed rules are summarized as follows:
Title 12, Subtitle 4, Chapter 1 establishes rules for awarding a Revocable Permit to operate a Nonprofit Beachboy Concession. It outlines definitions for terms like "Nonprofit Beachboy Concession," "Nonprofit Beachboy Association," and "Revocable Permit." The award process involves selecting the highest bidder among qualified applicants in response to a public notice posted on the Department of Enterprise Services’ website. Bids are opened after a specified period, and the Director may reject bids if deemed necessary. The award of a Revocable Permit for the operation of a Nonprofit Beachboy Concession is restricted to a Nonprofit Beachboy Association.
A public hearing will be held on Tuesday, July 16, 2024 in Hawaii Suites 1, at the Neal S. Blaisdell Center, starting at 4:30 p.m.
All interested persons are urged to attend the public hearing and present data, views, or arguments in the time limit provided, for consideration by the
Department of Enterprise Services. Persons unable to attend or wishing to present additional comments may mail written testimony to the Department of Enterprise Services, 777 Ward Avenue, Honolulu, Hawaii 96814 or email testimony to desconcessions@honolulu.gov no later than 3:30 p.m., Tuesday, July 16, 2024.
Interested persons may review the proposed rules to be adopted starting today and ending five days prior to the day of the public hearing on business days during the hours of 7:45 a.m. to 4:30 p.m. at the Department of Enterprise Services, 777 Ward Avenue, Honolulu, Hawaii 96814.
A copy of the proposed rules to be adopted will be mailed to any person who submits a written request to the above address.
