1. Bill 52 (2023), CD1 – Relating to large dwellings. (Providing a more effective deterrent and hefty penalty to developers that violate the monster homes ordinance by supplying incorrect information on plans or converting rooms for multi-family uses during or post construction.)
2. Bill 53 (2023), CD1 – Relating to registration requirements for bed and breakfast homes and transient vacation units. (Addressing standards and requirements for operating bed and breakfast homes and transient vacation units.)
3. Bill 3, CD1 – Relating to incentives for the construction of affordable rental housing. (Addressing affordable rental housing in the City and County of Honolulu.)
4. Bill 6 – Relating to permits. (Improving public notification regarding the authorization, or lack thereof, for work performed on a property in the City and County of Honolulu and amending provisions related to the administration and enforcement of certain codes in the Revised Ordinances of Honolulu 2021.)
5. Bill 10 – Relating to building permits. (Removing the affidavit requirement of stating no outstanding fines or liens for building permit applications, and requiring an additional plan review fee when resubmitting applications that fail to include necessary information required for review and approval not previously provided as part of a complete application submission.)
6. Resolution 24-92 – Initiating amendments to the Revised Charter of the City and County of Honolulu 1973 (Amended 2017 Edition), as amended, relating to the creation of an Ocean Safety Commission.
7. CR-139 – Recommendation on the review and evaluation of the Commission on Culture and the Arts pursuant to Ordinance 17-44.
The items listed below have been published in anticipation of the actions to be taken by the Committee on Executive Management; and therefore, the City Council may or may not take action on the items or any amendments proposed thereto.
8. Bill 23 and any amendments proposed thereto by the Committee on Executive Management – Relating to gifts to City officers and employees. (Clarifying which gifts to City officers and employees may be solicited or accepted.)
9. Resolution 23-193 and any amendments proposed thereto by the Committee on Executive Management – Initiating amendments to the Revised Charter of the City and County of Honolulu 1973 (Amended 2017 Edition), as amended, relating to the Salary Commission.
10. Resolution 24-82 and any amendments proposed thereto by the Committee on Executive Management – Initiating amendments to the Revised Charter of the City and County of Honolulu 1973 (Amended 2017 Edition), as amended, relating to the Salary Commission.
11. Resolution 24-85 and any amendments proposed thereto by the Committee on Executive Management – Initiating amendments to the Revised Charter of the City and County of Honolulu 1973 (Amended 2017 Edition), as amended, relating to the Salary Commission.
12. Resolution 24-86 and any amendments proposed thereto by the Committee on Executive Management – Initiating amendments to the Revised Charter of the City and County of Honolulu 1973 (Amended 2017 Edition), as amended, relating to the Salary Commission.
13. Resolution 24-87 and any amendments proposed thereto by the Committee on Executive Management – Initiating amendments to the Revised Charter of the City and County of Honolulu 1973 (Amended 2017 Edition), as amended, relating to the Salary Commission.

Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to:
A three-minute presentation on Public Hearing and New Business items; and
A one minute presentation on all other items.

Persons who have not registered will be given an opportunity to speak following the oral testimonies of the registered speakers.
